Patna: Jhanjharpur MLA Nitish Mishra formally assumed charge of the Department of Information Technology Bihar on Monday, outlining an ambitious vision to position Bihar as a major centre for digital innovation and technology-driven growth.
The minister was welcomed by the department’s secretary, Abhay Kumar Singh, who felicitated him with a bouquet at the department office.
‘IT Is Now A Foundation For Governance And Growth’
After taking charge, Mishra said information technology had evolved beyond a mere tool of convenience and now formed the backbone of governance, economic expansion, employment generation and social transformation.
He said the Bihar government intended to undertake “effective and visionary initiatives” to strengthen the state’s digital and IT infrastructure in line with rapid global technological changes.
Bihar IT Policy 2024 And GCC Policy 2026 Highlighted
Mishra pointed to the state’s technology-focused policies — including the Bihar IT Policy 2024 and the Bihar GCC Policy 2026 — as evidence of efforts to encourage investment and technology-based industries in Bihar.
He said Bihar possessed immense youth talent and that the IT sector offered significant opportunities for employment and entrepreneurship.
According to the minister, the government’s objective was to equip young people with modern technical training so they could access better employment opportunities within the state itself.

AI Mission And Digital Libraries Part Of Vision
Mishra said the department was working to establish a distinct identity for Bihar in digital technology through projects such as:
- BSWAN
- SecLAN
- the state’s AI Mission
- digital libraries planned in every legislative assembly constituency
He described these initiatives as part of the government’s broader commitment to technological advancement and digital empowerment.
Bihar Targets Position As Emerging IT Hub
The minister expressed confidence that Bihar could emerge as one of India’s leading states in technological innovation, digital services and IT investment over the coming years.
He said the government would work with “full commitment and sincerity” to develop Bihar into an emerging IT hub.
