Patna: The Bihar Transport Department will launch a state-wide enforcement campaign against underage driving from June, targeting schools, colleges, coaching centres, malls, and busy market areas across the state.
The department has issued directives to District Transport Officers (DTOs) in all districts to begin special inspections aimed at identifying minors driving motorcycles, scooters, and cars.
Officials said dedicated teams will conduct checks at locations frequently visited by students and young people. If a minor is found driving, action will be initiated under provisions of the Motor Vehicles Act.
Parents and Guardians to Face Penalties
According to the Transport Department, the enforcement drive will also hold parents and guardians accountable if they allow minors to drive vehicles.
Under the law, guardians of underage drivers may face fines of up to Rs 25,000. In certain cases, there is also a provision for imprisonment of up to three months.
Officials said the department has observed that many minors are allowed to use two-wheelers and cars by their families despite legal restrictions.
The department stated that the move is intended to discourage negligent behaviour and improve road safety.
Rising Concern Over Youth Road Accidents
A departmental review has found that young people account for a large share of road accident victims in Bihar. Officials said a significant number of these cases involve underage drivers.
According to transport authorities, minors often lack sufficient understanding of traffic rules and road safety norms. Speeding and reckless driving have been identified as major causes behind accidents involving young riders and drivers.
Focus on Traffic Rule Enforcement
The Transport Department said enforcement measures have become stricter following amendments to the Motor Vehicles Act.
Heavy penalties are already being imposed for violations such as riding without helmets, not wearing seatbelts, driving without a valid licence, and overspeeding.
Officials said the upcoming campaign aims to increase public awareness, improve compliance with traffic laws, and reduce road accidents across the state.
