BSPTCL and RECPDCL Sign MoU to Strengthen Bihar Transmission Network for Industrial Growth Targets 2025–30

Patna: The Bihar State Power Transmission Company Limited (BSPTCL) and REC Power Development and Consultancy Limited (RECPDCL) have signed a MoU to strengthen intra-state transmission infrastructure in Bihar through the Tariff-Based Competitive Bidding (TBCB) mechanism.

The agreement is aimed at developing a modern, reliable and future-ready transmission network to support the state’s growing electricity demand and industrial expansion plans.

Focus on Industrial Growth Targets

Energy Minister Shailesh Kumar said the state government is working towards enabling an industrial push between 2025 and 2030. He stated that a stable and expanded power transmission system is essential for industrial development, adding that the new framework will help ensure uninterrupted supply to upcoming industrial units.

He also said the integration of power from the Pirpainti power project into the grid is part of the broader effort to strengthen energy availability in the state.

Push for Modern Power Infrastructure

The minister said the initiative reflects the government’s commitment to building a robust transmission system capable of supporting long-term industrial growth and reducing infrastructure bottlenecks in the energy sector.

According to officials, the MoU is expected to improve planning efficiency and accelerate execution of transmission projects across Bihar.

Competitive Bidding and Private Participation

Energy Secretary and Chairman-cum-Managing Director Ajay Yadav said the TBCB-based model will ensure transparency in bidding, faster project execution, cost optimisation and improved operational efficiency. He added that the framework is also expected to encourage greater private sector participation in the transmission sector.

Officials noted that REC Limited, the parent organisation of RECPDCL, is a Maharatna company under the Ministry of Power and has extensive experience in transmission and energy consultancy projects across India.

Experience in National Transmission Projects

REC Power Development and Consultancy Limited Executive Director Prince Dhawan said the partnership marks a significant step in Bihar’s energy sector. He highlighted that RECPDCL has handled multiple transmission projects across the country, including inter-state and state-level assignments, and continues to support grid development initiatives nationwide.

He also referred to a workshop held in Delhi in November 2025 involving Bihar government officials, BSPTCL representatives and private developers, which discussed future transmission planning and bidding processes.

Expansion Of Grid Infrastructure

BSPTCL Managing Director Rahul Kumar said the Energy Department is steadily strengthening its capacity to meet rising electricity demand. He added that plans are underway to establish 47 new grid substations over the next decade to improve distribution efficiency and network reliability.
