Patna: The Bihar government will introduce a paperless property registration system across the state from July 15, marking a major step towards digitising land registration services. Under the new system, the Registration Department will no longer accept any offline documents from buyers or sellers.
Applicants will be required to submit all necessary details online while applying for property registration. Once the registration process is completed, both the buyer and the seller will receive a link on their registered mobile numbers to download the registered deed in PDF format, eliminating the need to wait for the original physical document.
Statewide trial completed
The Prohibition, Excise and Registration Department has completed trial runs of the paperless registration system in all registration offices across Bihar. Officials said the new mechanism is ready for statewide implementation from July 15.
The initiative is expected to reduce paperwork, improve transparency and make the registration process faster and more convenient for citizens.
No need for deed writer to prepare draft
The new digital system will also remove the requirement of getting the deed draft (Mazmoon) prepared by a deed writer before registration.
According to department officials, once applicants fill in the online registration form, the system will automatically generate the deed draft along with a PDF document, significantly reducing manual intervention and processing time.
Aadhaar-based identity verification
Identity verification of both the buyer and the seller will be carried out through Aadhaar authentication as part of the online process.
Officials believe the move will strengthen document security, minimise fraudulent transactions and provide property owners with immediate access to their registered documents in digital form.
