Patna: The Bihar government has reviewed the progress of several digital initiatives aimed at modernising the state’s power sector, with officials directing power utilities to accelerate implementation and strengthen cyber security to improve consumer services.
The review meeting, chaired by Ajay Yadav, Energy Secretary and Chairman-cum-Managing Director of Bihar State Power Holding Company Limited (BSPHCL), examined the status of projects including the Revenue Management System (RMS), Enterprise Resource Planning (ERP) platform, the Suvidha Bihar mobile application and the Cyber Security Operation Center (C-SOC).
Senior officials from Bihar’s power utilities, including Saurabh Jorwal, Managing Director of South Bihar Power Distribution Company Limited (SBPDCL), attended the meeting.
Focus On Digital Governance
During the review, Yadav said the effective use of digital systems would improve transparency, operational efficiency and accountability while enabling better services for electricity consumers.
He also directed all offices under the state’s power companies to adopt the e-Office system to strengthen digital governance and streamline administrative processes.
Review Of Revenue And Administrative Systems
Officials reviewed the performance of the Revenue Management System (RMS), including its role in revenue collection, electricity billing, recovery of dues and financial monitoring.
The meeting also assessed progress under the Enterprise Resource Planning (ERP) platform, which integrates functions such as human resources, finance, material management, procurement, accounting and other administrative operations into a single digital system.

Consumer Services Under Scrutiny
The review examined services offered through the Suvidha Bihar application, including online bill payments, new electricity connections, grievance redressal and other consumer-focused facilities.
Officials discussed measures to further improve the accessibility and efficiency of these digital services.
Cyber Security Strengthened
The functioning of the Cyber Security Operation Center (C-SOC) also came under review.
Yadav directed officials to reinforce round-the-clock monitoring of both Information Technology (IT) and Operational Technology (OT) networks across the power sector.
He called for faster identification of potential cyber threats, stronger incident response capabilities and enhanced information security arrangements to safeguard critical infrastructure.
Timely Implementation Stressed
Concluding the meeting, the Energy Secretary instructed officials to work in close coordination to ensure the timely implementation of all digital initiatives.
He said faster deployment of technology-driven services would improve transparency, enhance operational efficiency and raise the overall quality of electricity services delivered to consumers across Bihar.
