Patna: The Bihar government has notified the Bihar Road User Fee Rules, 2026, introducing a new framework for toll collection on selected state highways, major bridges, bypasses and tunnels across the state.
The Road Construction Department issued the notification on Monday. Under the new rules, toll charges will vary depending on the category of road and the type of vehicle. The department is preparing a list of roads and bridges where toll collection will be implemented.
Toll Rates Linked To Road Width
According to the notification, four-lane roads and wider corridors will attract 100% of the prescribed toll rate.
State highways that are wider than two lanes but narrower than four lanes will be charged at 60% of the prescribed rate, while roads with a width of 5.5 metres will attract 50% of the applicable toll.
Officials said traffic volume on identified routes will be assessed before toll collection is outsourced to private agencies through a tendering process.
Separate Formula For Bridges
The rules prescribe a different method for calculating tolls on bridges.
For toll assessment, ten times the length of a bridge will be added to the total travel distance. For example, on a route comprising 45 km of road and a 5 km bridge, the chargeable distance would be calculated as 95 km.
The notification also provides for a penalty of three times the applicable toll for vehicles that fail to pay the required user fee.
FASTag Payments And Exemptions
The new rules provide for electronic toll collection through FASTag or other approved digital payment systems.
Vehicles without FASTag and overloaded vehicles will be liable to pay higher charges. The rules also provide for user passes and concessions for frequent travellers.
Two-wheelers, three-wheelers, tractors, combine harvesters and animal-drawn vehicles have been exempted from paying the toll. However, the exemption will not apply if these vehicles use designated service roads.
Per-Kilometre Toll Rates
The notification specifies per-kilometre toll rates for different categories of vehicles.
Cars, jeeps, vans and other light motor vehicles will be charged Rs 1.25 per kilometre. Small commercial vehicles, including mini-buses and light goods carriers, will pay Rs 2 per kilometre.
The toll has been fixed at Rs 4.25 per kilometre for two-axle buses and trucks, while three-axle commercial vehicles will be charged Rs 4.60 per kilometre.
Heavy construction vehicles with six axles will pay Rs 6.65 per kilometre, and oversized vehicles with seven or more axles will be charged Rs 8.10 per kilometre.
Routes To Be Notified Separately
The Road Construction Department said the notification establishes the legal framework for toll collection, while the list of roads, bridges and other infrastructure where the user fee will be levied will be notified separately after route identification and traffic assessment.
