Samrat Chaudhary Launches State-Level Sahyog Programme to Strengthen Grievance Redressal

The initiative aims to ensure transparent, time-bound and impartial resolution of public grievances, with officials directed to improve accountability.

Patna: Chief Minister Samrat Chaudhary on Monday inaugurated the State-Level Sahyog Programme at the Chief Minister’s Secretariat, describing citizen satisfaction as the key measure of the initiative’s success and directing officials to ensure transparent and time-bound grievance redressal.

The Chief Minister also inaugurated the Secretariat’s Application Receipt Centre by unveiling its plaque and opened the Sahyog Path, a connecting road linking Desh Ratna Marg to the new centre.

According to the government, 129 applications were registered during the state-level Sahyog camp. Of these, 100 applicants were present, and their grievances were resolved during the programme.

Officials Asked to Ensure Timely Resolution

Addressing officials, Chaudhary said every grievance should be resolved impartially and within the prescribed timeframe to strengthen public confidence in the administration.

He instructed departments to take action against officers or employees found delaying applications or failing to cooperate in resolving public grievances.

Review Mechanism to Be Strengthened

The Chief Minister said applications should ideally be resolved within 30 days through district-level Sahyog camps.

He directed Sub-Divisional Officers (SDOs), Deputy Collectors Land Reforms (DCLRs) and District Magistrates to closely monitor cases handled at the Circle Officer (CO) and Block Development Officer (BDO) levels. Divisional Commissioners and departmental secretaries were also asked to regularly review grievance disposal.

According to the Chief Minister, nearly 90% of grievances received through Sahyog camps have already been resolved.

Directions on Welfare Schemes

The Chief Minister directed officials to increase public awareness of the Mukhyamantri Solar Yojana, under which households are eligible for free electricity up to 125 units, while consumers generating surplus power can receive financial benefits.

He also instructed departments to expedite pending pension applications so that eligible beneficiaries receive payments by the 10th of the following month.

Chaudhary further directed officials not to reject applications solely because of missing documents. Instead, applicants should be given an opportunity to submit the required documents so that eligible beneficiaries are not excluded from government schemes on technical grounds.

Infrastructure and Public Service

The Chief Minister instructed departments to expedite road construction projects after the monsoon and reiterated that all government officials should interact with citizens respectfully while ensuring prompt disposal of grievances.

He said the objective of the Sahyog programme would be fulfilled only when citizens were satisfied with the resolution of their complaints, adding that impartial grievance redressal remained a priority of the state government.

Beneficiaries Share Feedback

During the programme, several beneficiaries, including applicants from Jehanabad, Muzaffarpur, Begusarai, Sheikhpura, Siwan, Araria, Bhagalpur and West Champaran, thanked the Chief Minister after their grievances were resolved through the Sahyog initiative.

Deputy Chief Ministers Vijay Kumar Chaudhary and Bijendra Prasad Yadav, ministers from the concerned departments, Principal Secretary to the Chief Minister Deepak Kumar, Chief Secretary Pratyaya Amrit, Director General of Police Vinay Kumar, senior state officials and applicants attended the programme. District Magistrates and senior officials from across Bihar joined the event through video conferencing.

Police clarified that the personnel suspended in the Bunty murder case were suspended because they were posted nearby but failed to receive, collect, and communicate information about the incident in time.
As soon as Kotwali Police Station received information about the incident, an FIR was registered immediately, and all necessary legal procedures were carried out.

The incident has been thoroughly investigated, and every aspect of the case is being examined. An SIT was also constituted to investigate the matter. Police said those arrested were involved in the kidnapping.
City SP Mamta Kalyani informed that the arrested accused—Rohit, Ajit, and Bajrangi—have criminal histories.
