Patna: Vehicle owners in Bihar whose vehicles were registered through the offline process have been asked to complete their backlog entry by December 31, 2026. The Transport Department has warned that registrations for vehicles whose backlog entries are not completed within the prescribed deadline will be declared invalid.
The department has issued an order following directions from the Ministry of Road Transport and Highways (MoRTH) for completing backlog entries of vehicles that were previously registered offline.
Backlog Entry Required By December 31
According to the order issued by State Transport Commissioner Arif Ahsan, the backlog entry process is being carried out for vehicles that were registered offline in the state.
District Transport Offices are processing the entries after receiving the documents prescribed by the central government.
Vehicle owners have been advised to complete the process within the deadline rather than wait until the final date.
These Documents Will Be Required
Vehicle owners will need to provide documents including Form 21, Form 22, the sale and retail invoice and documents related to the vehicle’s first insurance for the backlog entry.
The department has also been providing citizens with the facility to apply for backlog entry through its online portal since February 10.
Applications Can Be Submitted At DTO Offices
According to the department, owners of offline-registered vehicles can apply until December 31 by submitting their registration certificate (Form 23), Aadhaar card and other vehicle-related documents.
Applications can be submitted to the District Transport Office (DTO) through both offline and online modes.
The process is intended to bring older offline vehicle registration records into the department’s digital system.
Registrations May Become Invalid After Deadline
The department has made it clear that vehicles whose backlog entries cannot be completed for any reason after the December 31 deadline will have their registrations declared invalid.
Vehicle owners with offline registrations therefore need to ensure that their applications and required documents are submitted within the prescribed period.
Digital Records To Improve Verification
The move to digitise older registration records is expected to make document verification more transparent and keep vehicle records available digitally.
According to the department, the system can also reduce the need for vehicle owners and dealers to repeatedly visit government offices with physical documents.
Digital records are further expected to make it easier to identify fraudulent or incorrect documents and match vehicle records during verification.
