Patna : A high-level meeting was held in Patna on September 11 to review the draft Bihar Building Bye-Laws 2026, with discussions centred on making building regulations simpler, more transparent, effective and useful for the public.
The meeting was chaired by Deputy Chief Minister Vijay Kumar Choudhary, who said suggestions received from different stakeholders would be important in making the proposed bye-laws more effective and practical.
The draft is being reviewed as Bihar seeks to respond to the state’s changing urban landscape and create a more streamlined framework for building and development activities.
Focus On Transparency And Faster Processes
Minister Nitish Mishra said the draft has been prepared around the principles of transparency, simplicity, faster procedures and sustainable development.
According to the government, the proposed framework aims to make building-related processes more accessible and time-bound while supporting planned development in urban areas.
The objective is to reduce procedural difficulties and create clearer rules for construction and related approvals.
Supporting Planned Urban Development
The government said the proposed bye-laws are intended to support planned and modern urban development across Bihar.
Simpler and more transparent provisions are expected to facilitate building activity and investment while contributing to the expansion of infrastructure, economic activity and employment opportunities.
The draft is also being positioned as a development-oriented step aligned with Bihar’s evolving urban requirements.
Senior Officials Attend Review Meeting
The review meeting was attended by K K Pathak, Special Secretary in the Cabinet Secretariat, Government of India, Bihar Chief Secretary Pratyaya Amrit, and Vinay Kumar, Principal Secretary of the Urban Development and Housing Department.
Other officials present included Special Secretary Nilesh Ramchandra Devre and Patna Municipal Corporation Commissioner Yashpal Meena, along with other senior officials.
The government said stakeholder feedback would be considered as the draft moves through the review process.
Towards A More Predictable Building Framework
The proposed Bihar Building Bye-Laws 2026 seeks to establish a regulatory framework that combines easier procedures with planned urban growth.
By focusing on transparent provisions, time-bound processes and sustainability, the draft aims to provide a clearer environment for construction while supporting the wider development of Bihar’s cities.
