Patna: Samastipur Police have arrested four people after a video allegedly showing a minor being subjected to inappropriate behaviour circulated widely on social media on September 23.
Police said the video was detected during social media monitoring on the evening of September 23 and was subsequently subjected to technical verification. The verification identified the location as a road near the embankment in Jagatsinghpur village under Karpurigram Police Station.
Case Registered
According to police, the incident is believed to have taken place about a week before the video began circulating. Prima facie, the girl seen in the video appears to be a minor.
As her identity could not immediately be established, police registered Karpurigram Police Station Case No. 117/26 on September 21 based on the statement of a police officer. The case has been registered under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), the Protection of Children from Sexual Offences (POCSO) Act and the Information Technology Act.

Four Accused Arrested
Samastipur Police said they identified all four accused and arrested them within six hours of receiving information about the circulating video.
The arrested individuals have been identified as Vikas Kumar, son of Ramsundar; Rahul Kumar, son of Arun Paswan; and Rambabu Sahni, son of Maheshwar Sahni. All three are residents of Jagatsinghpur village.
The fourth accused has been identified as Avadhesh Paswan, son of Newalal Paswan, a resident of Bijouliya village. All four are under Karpurigram Police Station in Samastipur district.
Further legal proceedings are underway, police said.
Police Appeal Against Sharing Video
Samastipur Police have appealed to media organisations and social media users not to share, repost or circulate content that could reveal the identity of the girl.
Police said that sharing material that identifies a minor victim can cause further harm and may constitute a cognizable offence. They urged users to refrain from forwarding the video or any related content on social media.
