Patna : The Bihar government has approved the Bihar MSME Policy 2026, setting a five-year target of connecting one crore families with entrepreneurship and economic self-reliance. The policy aims to promote business development, expand employment opportunities and strengthen the state’s industrial ecosystem.
The government plans to establish MSME centres in all 38 districts and develop an industrial cluster in every district. The initiative is intended to help entrepreneurs access finance, technology, markets and skill development opportunities.
The policy also targets the creation of one crore direct and indirect jobs over five years. The government aims to raise Bihar’s credit-deposit ratio to 75 per cent as part of its broader efforts to improve access to finance for businesses.
Platforms such as Bihar Mart and MSME Mandapam are expected to help local enterprises reach wider markets and improve the visibility of products manufactured in the state.
Government Focuses On Finance, Markets And Skills
The MSME policy seeks to address several challenges faced by small businesses, including access to credit, market linkages, technology and skilled workers.
The proposed measures are intended to help entrepreneurs establish and expand businesses, while encouraging young people to become job creators rather than job seekers.
The state has also been pursuing entrepreneurship through the Mukhyamantri Udyami Yojana. According to the Chief Minister’s earlier announcement, the scheme aims to support 45,000 entrepreneurs, with the state government allocating Rs 3,500 crore for the initiative.
The beneficiaries include members of Scheduled Caste and Scheduled Tribe communities, extremely backward classes, women, young people and minority communities.
Rs 11,096.55 Crore Approved For Electricity Distribution
Alongside the MSME policy, the Cabinet approved a Rs 11,096.55 crore plan to strengthen Bihar’s electricity distribution network over three years.
The programme includes replacing old low-tension cables and increasing the capacity of overloaded transformers to improve the reliability of electricity supply.
North Bihar Power Distribution Company will raise Rs 6,066 crore through borrowing, while South Bihar Power Distribution Company will borrow Rs 5,030.55 crore. The loans will be backed by a government guarantee.
The investment is expected to strengthen the distribution infrastructure and support growing electricity demand, including from industrial consumers.
Bihar AI Policy 2026 To Promote Investment
The state government has also approved the Bihar Artificial Intelligence Policy 2026, aimed at encouraging investment and creating employment opportunities in the AI sector.
The policy envisages promoting artificial intelligence applications in agriculture, healthcare, education and urban services. The government also plans to develop dedicated centres, technology parks and modern infrastructure to support AI-related businesses.
Companies and new ventures may receive financial incentives linked to capital investment, interest costs, electricity expenses, rental costs and employment generation, according to the reported policy provisions.
The initiative is intended to encourage technology-driven businesses to establish operations in Bihar and create new opportunities for skilled workers.
Industrial Development And Employment In Focus
The MSME policy, electricity distribution investment and AI policy form part of Bihar’s broader economic development agenda.
By improving business support systems, expanding infrastructure and encouraging technology-based enterprises, the government aims to strengthen the state’s industrial base and increase employment opportunities.
The effectiveness of the initiatives will depend on their implementation, the availability of financial support and the extent to which entrepreneurs across the state’s districts can access the proposed facilities.
