Patna: Bihar’s newly formed government has extended a New Year gift to more than 22,732 school teachers, issuing fresh transfer guidelines that promise long-awaited postings to schools of their choice. The Education Department confirmed that all transfers will be completed by December 31, with orders issued in phases.
Chief minister Nitish Kumar, who took charge earlier this week, has moved swiftly to signal administrative urgency. The Education Department announced that the process of allocating schools will begin on December 16, and teachers will be required to join their new postings within the stipulated timeframe. The joining date will be mentioned in each transfer letter.
Teachers to List Five Preferred Blocks
According to the new guidelines, every teacher must list five preferred blocks within their allotted district. A committee, chaired by the District Magistrate, will finalise block-wise, class-wise and subject-wise postings using software. This process will run from December 10 to 15.
Vacancies will determine the final postings, but teachers will receive priority based on category and seniority. The department has confirmed that:

Disabled teachers will receive top priority,

Women with disabilities will be placed first within this group,

Followed by other women,

And finally, men.
Special teachers will be prioritised above BPSC recruits, while regular teachers remain above both.
How the Process Works
All transfers will be conducted through the e-Shiksha Kosh portal. District officials will execute block allocations after logging into the system and opening the Inter District Transfer module. The portal will display the number of teachers eligible for transfer, their chosen blocks and available vacancies. Officials must then complete the block allotment digitally.
41,684 Applications Received; Over 24,700 Already Allocated
The transfer process has been underway for months. Teachers from government elementary, middle and higher secondary schools submitted applications between September 5 to 13, 2025. A total of 41,684 teachers applied, with the option to choose three districts each.
Only teachers recruited from Tier-1 and Tier-2 were eligible; those from Tier-3 were not permitted to apply. District allocations for 24,732 teachers have already been finalised.
Between 23 and 30 September, teachers left out due to lack of vacancies were invited to submit fresh options. As a result, an additional 2,439 teachers will now be assigned districts — ending a year-long wait for many.
This is the third round in which teachers have been asked to submit preferred locations. The drive began last year when voluntary transfer applications opened on the e-Shiksha Kosh portal for the first time in November 2024.
