Patna: The Asian Development Research Institute (ADRI) organised a stakeholder consultation on Wednesday on Bihar’s Urban Transformation Programme and the Draft Patliputra Greenfield Satellite Township Development Plan, 2047.
The consultation brought together representatives from academia, villages and local communities, development-sector organisations and other stakeholder groups to discuss the draft plan and the broader future of urban transformation in Bihar.
Data and Geospatial Technology in Focus
A key theme of the consultation was the greater use of data and geospatial technologies in urban planning.
Participants discussed how better use of data could help planners understand infrastructure requirements and local conditions while supporting more integrated development.
The role of the PM Gati Shakti National Master Plan was also discussed, particularly its potential to bring together infrastructure-related information, datasets and inputs from different stakeholders for coordinated planning.
Focus on Last-Mile Needs
Participants emphasised the need to ensure that urban development plans are connected with ground realities and last-mile requirements.
The discussion highlighted the importance of coordination among government institutions, local communities and other stakeholders so that development planning reflects the needs of people living in and around the proposed development area.
Inclusive and Participatory Planning Discussed
The consultation also focused on inclusive and participatory urban planning.
Stakeholders discussed ways to ensure that the views of local communities and representatives at the grassroots level become part of the planning process.
Participants said the proposed transformation should consider not only infrastructure and economic development but also local requirements, existing social structures and the spatial context of the region.
Draft Township Plan Examined
The draft Patliputra Greenfield Satellite Township Development Plan 2047 was also examined by panellists during the consultation.
The panel discussion provided an academic and analytical perspective on the proposed development plan before the wider stakeholder deliberations.
ADRI Highlights Evidence-Based Urban Development
The consultation reflects ADRI’s continued engagement with evidence-based policy and development planning in Bihar.
The institute highlighted the importance of combining data, technology, institutional coordination and stakeholder participation while developing long-term urban strategies.
The discussions are expected to contribute to the ongoing deliberations on the Draft Patliputra Greenfield Satellite Township Development Plan 2047 and strengthen its approach towards integrated, participatory and data-informed urban development.
