Patna: Deputy Chief Minister and Revenue and Land Reforms Minister Vijay Kumar Sinha on Friday said that the “Vesting of Properties of Bettiah Raj, 2026” will establish a clear and transparent system for managing and disposing of Bettiah Raj properties located outside Bihar, particularly in various cities of Uttar Pradesh.
He said the new rules are designed to address long-pending disputes by creating a dedicated administrative mechanism for such properties.
The Deputy Chief Minister said the rules have been framed for effective implementation of the “Vesting of Properties of Bettiah Raj, 2024” (Bihar Act 23, 2024). Under the new system, the Secretary of the Revenue Council will act as a Special Officer for matters related to properties located in Uttar Pradesh. The officer will be responsible for hearing and resolving objections.
Vijay Kumar Sinha said that once the notification is issued, any party with objections regarding Bettiah Raj properties in Uttar Pradesh can submit applications to the Secretary following the prescribed procedure. The Special Officer will have powers similar to those exercised by authorities handling such matters within Bihar.
He further explained that if any occupant applies for conversion of a property into full ownership, the Secretary will request the concerned District Magistrate to assess the ownership amount. If the Revenue Council accepts the valuation, further action will be taken accordingly.
In cases where occupants fail to deposit the required amount, the district administration concerned will be asked to evict them and transfer possession of the property to the Revenue Council. This process will be carried out in accordance with the applicable laws of Uttar Pradesh.
The minister said the objective of the new framework is to ensure that Bettiah Raj properties located outside Bihar are managed in a legal, transparent and systematic manner, thereby resolving long-standing disputes and bringing clarity to their use.
According to official data, Bettiah Raj properties in Uttar Pradesh are spread across several districts, including Allahabad (26.56 acres), Basti (6.21 acres), Faizabad/Ayodhya (1.86 acres), Gorakhpur (50.92 acres), Kushinagar (69.59 acres), Maharajganj (7.53 acres), Mirzapur (0.91 acres) and Varanasi (11.95 acres), with a total land area of 175.53 acres.
