Patna: The Bihar government has carried out a major administrative reshuffle, replacing divisional commissioners in Saran, Darbhanga and Bhagalpur and transferring several senior IAS and Bihar Administrative Service (BPS) officers. The move comes days after a round of postings for district magistrates, signalling an ongoing restructuring aimed at strengthening governance and administrative efficiency.
A notification issued by the General Administration Department on Thursday detailed new appointments across newly reorganized divisions. Rajiv Roushan, the commissioner of the Saran division, has been appointed secretary of the higher education department. The official who had been holding an additional charge of the department in the prohibition, excise and registration wing has been relieved of all responsibilities in education.
Darbhanga Commissioner Kaushal Kishore has been named secretary of the Department of Youth, Employment and Skills Development. Avneesh Kumar Singh, Commissioner of Munger division, has been assigned additional charge as Commissioner of Bhagalpur division.
Bhagalpur commissioner Himanshu Kumar Rai has been transferred to take over as commissioner of the Darbhanga division. Meanwhile, Nilesh Ramchandra Devre, special secretary in the cabinet secretariat, has been appointed special secretary in the civil aviation department. He will continue to hold an additional charge as managing director of the Bihar Medical Services and Infrastructure Corporation Ltd.
In the Bihar Administrative Service cadre, several officers have also been transferred. Megha Kashyap, land reforms deputy collector of Mahnar in Vaishali district, has been deputed to Delhi as joint director under the New Delhi Municipal Council. Sunil Kumar, settlement officer in Buxar, has been appointed personal secretary to the minister for animal and fisheries resources, Surendra Mehta.
Sanjay Singh, a BPS officer, has been deputed to the Municipal Corporation of Delhi as additional deputy commissioner/joint assessor and collector. Aditya Kumar Jha, special duty officer in the finance department, has been posted to the home department in the same role.
The state government has said the reshuffle is part of an ongoing effort to reinforce administrative capability and ensure smoother delivery of public services.
