Bihar Assembly Passes Seven Bills; Rs 200 Land Mutation Fee Approved, 30,000 Landless Families to Receive Land Certificates

The legislation includes amendments to land, healthcare, taxation and gambling laws, with the government also announcing Basgeet Parchas for 30,000 landless people.

Patna: Bihar Legislative Assembly on Tuesday passed seven bills during the second session of the House, covering land administration, healthcare, taxation, gambling regulation and the sugar industry. Among the key changes, the Bihar Land Mutation (Amendment) Bill, 2026, introduces a Rs 200 fee for land mutation across the state.

The House also unanimously approved the Bihar Gambling (Prohibition) Bill, 2026, with members across party lines supporting the legislation.

The bills will come into effect after receiving the Governor’s assent.

Seven Bills Passed

The Assembly approved the following legislation:

  • Bihar Gambling (Prohibition) Bill, 2026
  • Bihar Goods and Services Tax (Amendment) Bill, 2026
  • Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) (Repeal) Bill, 2026
  • Bihar Land Mutation (Amendment) Bill, 2026
  • Bihar Medical (Amendment) Bill, 2026
  • Bihar Nurses Registration (Amendment) Bill, 2026
  • Bihar Sugar Undertakings (Acquisition) (Amendment) Bill, 2026

All seven bills had been circulated among members of the Assembly on Monday before being taken up for discussion and passage.

Rs 200 Fee for Land Mutation

Revenue and Land Reforms Minister Dilip Kumar Jaiswal introduced the Bihar Agricultural Land (Conversion for Non-Agricultural Purposes) (Repeal) Bill, 2026, and the Bihar Land Mutation (Amendment) Bill, 2026.

Responding to concerns raised by opposition members over the new mutation fee, Jaiswal said the poor generally do not purchase land, adding that the government is providing three decimals of land to landless families. He said Bihar, as a welfare state, requires additional revenue to support development projects and public welfare programmes.

30,000 Landless People to Receive Basgeet Parchas

The minister announced that Chief Minister Samrat Choudhary will distribute Basgeet Parchas (land possession certificates for homestead land) to 30,000 landless people across Bihar on August 15.

The certificates are intended to provide legal possession rights over homestead land allotted to eligible beneficiaries.

New Gambling Law Replaces 1867 Legislation

Deputy Chief Minister Vijay Kumar Chaudhary introduced the Bihar Gambling (Prohibition) Bill, 2026, stating that it replaces the colonial-era gambling law of 1867.

Addressing opposition concerns about possible misuse of police powers, Chaudhary acknowledged the risk but said the government would take steps to prevent abuse.

He said the law extends beyond gamblers to include operators and managers of gambling establishments. It also provides stringent penalties for those operating online gambling and betting platforms, as well as banks that facilitate such activities.

Once the law comes into force, police will be empowered to take action against offline gambling dens, betting activities, and online gambling websites and applications. The legislation also authorises police to conduct searches without a warrant and arrest individuals found gambling in public places.

Doctors and Nurses From Other States Can Practice in Bihar

Health Minister Nishant introduced the Bihar Medical (Amendment) Bill, 2026, and the Bihar Nurses Registration (Amendment) Bill, 2026.

He said the amendments would simplify the process for doctors and nurses registered in other states to practise in Bihar. Instead of obtaining a No Objection Certificate (NOC) from their original state and undergoing fresh registration, practitioners will now be able to work in Bihar by submitting a self-certification document.

The minister also said the legislation includes provisions to cancel the registration of doctors found guilty of professional misconduct or other irregularities.

GST Amendment Based on Council Recommendations

Deputy Chief Minister Bijendra Prasad Yadav introduced the Bihar Goods and Services Tax (Amendment) Bill, 2026, stating that it incorporates recommendations made by the GST Council.

He told the House that the amendments are intended to serve the public interest.

Separately, Sugarcane Industries Minister Sanjay Kumar introduced the Bihar Sugar Undertakings (Acquisition) (Amendment) Bill, 2026, which was also passed by the Assembly.
