Patna: In a bid to tackle street begging, the Bihar government is turning beggars into skilled workers through its Chief Minister’s Beggary Prevention Scheme. Across the state, 19 rehabilitation homes provide accommodation, food, and training for a dignified livelihood.
The homes operate in Patna, Gaya, Nalanda, Muzaffarpur, Darbhanga, Purnea, Saharsa, Bhagalpur, Munger, and Saran districts. Residents, including the elderly, disabled, and physically challenged, receive basic necessities such as food, clothing, medical care, counseling, and recreational activities including yoga. Many are also reunited with estranged family members. Plans are underway to establish 14 additional homes in districts including East Champaran, Sitamarhi, Madhubani, and Rohtas, alongside two halfway homes in Bhojpur.
Under the scheme, the government provides financial assistance of up to Rs 10,000 to help beggars start small businesses. Beneficiaries are also assisted in obtaining Aadhaar and PAN cards, opening bank accounts, and accessing pensions, education, and skill training. According to the Social Welfare Department, 544 beggars have already received financial aid.
Six producer groups in the state are currently training beggars in skills such as making incense sticks, earthen lamps, coconut brooms, slippers, and jute products. The income generated from these ventures is shared among the participants, providing a sustainable path to self-reliance.
To access the scheme, applicants must be residents of Bihar and dependent on begging. Required documentation includes an economic condition certificate from a Tehsildar or officer, and medical certification for those with disabilities or serious health issues. Applications are processed through the District Social Security Cell or District Program Management Unit, with benefits provided after physical verification.
The initiative reflects the state government’s efforts to address poverty and social marginalisation by offering practical support, skill development, and opportunities for financial independence.
