Patna: The Bihar government has begun the new year with a policy move aimed at boosting industrial activity, extending the Bihar Industrial Area Development Authority’s (BIADA) Amnesty Policy-2025 by three months, until March 31, 2026.
The amnesty scheme, which was originally set to expire on December 31, 2025, was introduced to revive closed industrial units, improve utilisation of industrial land, and settle long-pending disputes and litigation between entrepreneurs and the state’s industrial development authority.
Officials said the extension was necessitated by exceptional circumstances during the latter part of 2025. The Bihar assembly elections, followed closely by major festivals including Durga Puja, Diwali and Chhath, significantly increased administrative workload and limited the ability of many entrepreneurs to complete the formalities required under the policy.
As a result, several industrial units were unable to take advantage of the scheme within the original deadline, prompting BIADA to revisit the timeline.
Under the amnesty policy, industrial units are given an opportunity to regularise outstanding dues, resolve contractual disputes and restart operations without facing prolonged legal hurdles. The government views the scheme as a key instrument for unlocking idle industrial land and restoring confidence among investors.
Industry bodies have welcomed the decision. The Bihar Industries Association expressed gratitude to the state’s industries minister, describing the extension as a “timely and pragmatic step” that would allow more entrepreneurs to benefit from the policy and contribute to the state’s industrial revival.
The government has said the extended window will be used to accelerate dispute resolution and ensure that stalled or closed units return to productive use, aligning with its broader goal of strengthening Bihar’s industrial base in 2026.
