Patna: The Bihar Cabinet of Ministers, chaired by Chief Minister Samrat Choudhary in Patna on Monday, approved a series of proposals covering electricity infrastructure, drinking water supply, tourism, roads, cooperative banking and administration.

Key decisions included two power infrastructure projects, drinking water schemes worth more than Rs 786 crore, land acquisition for a logistics park and cargo hub near Darbhanga International Airport, and tourism development initiatives in Vaishali and the Bhim Bandh area.

Rs 626 Crore Approved For Power Infrastructure

The cabinet approved two projects to strengthen Bihar’s electricity transmission network.

The first involves providing a second independent power source to the grid substation at Tarapur through an additional 132 kV double-circuit transmission line and four additional line bays. The project will cost Rs 51.07 crore.

The second project involves constructing a new grid substation in Pipra block of Supaul district, along with associated 220 kV and 132 kV transmission lines. Its estimated cost is Rs 575.36 crore.

The state government will invest Rs 115.07 crore as equity in the Supaul project, while the remaining Rs 460.29 crore will be raised through loans from financial institutions backed by a state government guarantee.

Drinking Water Projects Worth Rs 786 Crore

The cabinet approved two major rural drinking water schemes in Munger and Vaishali districts.

In Munger, a Rs 279.51 crore scheme will improve water supply across 177 wards in 14 panchayats in the Haveli Kharagpur and Tetia-Bambar blocks. The project will use surface water from Kharagpur Lake and provide a supply capacity of 22 million litres per day (MLD). The approval includes five years of operation and maintenance.

In Vaishali, Rs 506.71 crore has been sanctioned to strengthen drinking water facilities across 493 wards in 36 panchayats in the Mahua and Chehrakalan blocks.

The scheme will use water from the Ganges and establish a multi-village supply system with a capacity of 72 MLD. The sanctioned amount covers construction, operation and maintenance for five years.

Land Acquisition Approved For Darbhanga Airport Cargo Hub

The cabinet approved the acquisition of 49.9973 acres near Darbhanga International Airport for a proposed logistics park and cargo hub.

Compensation of Rs 225,91,30,742 has been sanctioned for the land acquisition, paving the way for the proposed development.

The project is intended to support logistics and cargo-related infrastructure near the airport.

Tourism Projects Cleared In Vaishali And Bhim Bandh

To promote tourism, the cabinet approved a tourism resort on 10 acres of land in Vaishali. The project will be developed and operated under the public-private partnership (PPP) model to provide modern accommodation and other facilities for visitors. An amendment to an earlier government resolution concerning the project was also approved.

The cabinet also cleared proposals to develop three eco-tourism clusters in the Bhim Bandh area through the PPP model.

Separately, approval was granted to sign a memorandum of understanding with NBCC (India) Limited for the construction and development of Gardanibagh Tank Park in Patna.

Rural Road Maintenance Programme Approved

The cabinet approved a Rural Road Maintenance and Management Programme under the Rural Works Department to ensure regular repairs, renewal and long-term maintenance of rural roads.

It also approved a Road Construction Department proposal to repeal older provisions relating to minimum rate thresholds in the tendering process and introduce changes under a new system.

Rs 75 Crore Grant For Khagaria Cooperative Bank

The cabinet approved a grant of Rs 75 crore for the Khagaria District Central Cooperative Bank in 2026-27 to help it achieve a minimum Capital to Risk-Weighted Assets Ratio (CRAR) of 9%.

It also sanctioned financial assistance of more than Rs 66.11 crore to establish a Cyber Security Operations Centre for the Bihar State Cooperative Bank and its affiliated District Central Cooperative Banks.

The initiative aims to strengthen cybersecurity across the cooperative banking network.

IT Service Rules, Health Posts And State Functions

The cabinet approved the Bihar Information Technology Subordinate Service Rules, 2026.

It also sanctioned the creation of three additional posts at Government Shri Dhanvantari Ayurveda College and Hospital in Buxar under the Health Department.

Another decision was to observe the birth anniversary of late Kailashpati Mishra, a former Bihar minister and governor, as an official state function every year on October 5.

The cabinet also approved the list of public holidays and restricted holidays for Bihar government offices for 2027.
