Seven Districts, One Vision: Bihar’s Eco-Tourism Push Begins With a New Master Plan

The Bihar Tourism Department is preparing an eco-tourism master plan for seven districts, with Nalanda, West Champaran, Araria, Kishanganj, Banka, Kaimur and Saharsa identified for the first phase of nature-based tourism development.

Patna: Bihar is preparing an eco-tourism master plan to develop forests, hills, waterfalls and other natural attractions across seven districts as part of a broader effort to expand nature-based tourism and strengthen rural economies.

According to the Tourism Department, the first phase of the initiative will focus on Nalanda, West Champaran, Araria, Kishanganj, Banka, Kaimur and Saharsa, where officials plan to improve tourism infrastructure while emphasising environmental conservation.

Seven Districts Chosen for the First Phase

The Tourism Department said the selected districts were identified for their natural landscapes and tourism potential.

Under the proposed master plan, forests, hill ranges, waterfalls, lakes and other environmentally significant sites will be developed in phases. Officials said the aim is to establish these destinations as model eco-tourism centres that could guide similar projects elsewhere in Bihar.

The department has not yet announced a timeline for completing the master plan or beginning construction.

Nalanda Given Priority

Among the seven districts, Nalanda has been accorded the highest priority because of its established tourism base.

According to the government, the plan includes the integrated development of the Rajgir Hills, Nature Safari, Zoo Safari, Ghodakatora Lake and surrounding green spaces.

Officials said the objective is to encourage visitors to spend more time in the region, potentially benefiting local businesses and tourism-related services.

Scientific Survey Before Development Begins

Before infrastructure work starts, the Tourism Department plans to conduct scientific assessments of each selected district.

According to officials, these surveys will evaluate ecological sensitivity, tourism potential and infrastructure requirements to help shape district-specific development plans.

The department said projects will then be implemented in phases.

Infrastructure Planned for Visitors

The proposed master plan includes several facilities intended to improve the visitor experience while supporting sustainable tourism.

According to the Tourism Department, these include:

Improved road connectivity and parking facilities
Tourist information centres
Public sanitation facilities
Trekking trails and designated rest areas
Other visitor amenities based on local requirements

Officials said the facilities are intended to make natural destinations more accessible without compromising environmental protection.

Focus on Rural Livelihoods and Conservation

The government said the initiative is designed not only to promote tourism but also to generate employment in rural areas.

According to the Tourism Department, local youth, Self-Help Groups (SHGs) and small entrepreneurs are expected to benefit through opportunities linked to hospitality, guiding services, transport and eco-tourism activities.

Officials said environmental conservation will remain a central component of the programme.

11 Water Bodies Identified

District Forest Officer Rajkumar Mohan said 11 water bodies have been identified for eco-tourism development in the district.

According to Mohan, a proposal outlining the development potential of these sites has been submitted to the department, where work on the master plan is underway.

What’s Next

The Tourism Department is expected to complete the master plan after the scientific assessments and technical evaluations are finalised.

According to the government, the initiative aims to expand Bihar’s tourism portfolio beyond heritage and religious destinations by promoting nature-based tourism while supporting local economies and protecting ecological assets.
