Patna: Bihar Chief Minister Samrat Choudhary’s government has approved a new electric vehicle policy aimed at transforming Bihar’s transport ecosystem through subsidies, charging infrastructure expansion and incentives designed to accelerate the adoption of electric mobility.
The Bihar Electric Vehicle (Amendment) Policy 2026 was approved during a cabinet meeting chaired by the chief minister on Wednesday.
Officials said the policy was intended to promote a greener, more modern and environmentally sustainable transport system while simultaneously generating employment opportunities across the state.
Bihar Targets Major Fuel Savings By 2030
According to the government, wider adoption of electric vehicles could help Bihar save nearly 100 million litres of petrol and diesel annually by 2030.
Officials said the initiative was expected to:
- reduce transport costs
- improve air quality
- lower carbon emissions
- reduce dependence on fossil fuels
The government has also set a target to ensure electric vehicles account for 30% of all new vehicle registrations in Bihar by 2030.
Women To Receive Special EV Subsidies
Raj Kumar said the new policy includes special incentives for women buyers.
Under the scheme:
- women purchasing electric four-wheelers will receive a subsidy of Rs 1 lakh per vehicle
- women purchasing electric two-wheelers will receive Rs 12,000 as incentive support
The incentives will apply during the 2026-27 financial year.
Officials described the move as an effort to strengthen women’s mobility and financial independence while encouraging environmentally conscious transport choices.
Subsidies For Two-Wheelers And Cargo EVs
The policy also provides incentives across different social and commercial categories.
For electric two-wheelers:
- General category beneficiaries will receive Rs 10,000 per vehicle
- SC and ST beneficiaries will receive Rs 12,000 per vehicle
For electric cargo three-wheelers:
- General category buyers will receive assistance of up to Rs 50,000
- SC and ST beneficiaries will receive up to Rs 60,000
Officials said the cargo vehicle incentives were expected to encourage self-employment and support small transport businesses.
Government Pushes Green Employment Scheme
The state government also plans to rapidly expand electric mobility under the:
Mukhyamantri Bihar Environment-Friendly Transport Employment Scheme
Authorities said the initiative would:
- create new self-employment opportunities for young people
- improve affordable transport services in both rural and urban Bihar
- support the shift towards cleaner public mobility
EV Buyers To Receive Tax Exemptions
Under the revised policy:
- all electric vehicles purchased and registered in Bihar will receive up to 50% exemption on motor vehicle tax
The government also announced additional incentives linked to the Union government’s vehicle scrappage policy.
Officials said the benefits were intended to encourage owners of older vehicles to shift towards cleaner electric alternatives.
Charging Infrastructure To Expand Across Bihar
A major focus of the policy is the development of EV charging infrastructure across the state.
The government said it would encourage the establishment of charging stations at:
- multi-storey buildings
- shopping malls
- hotels and motels
- petrol pumps
Special subsidies will also be offered for setting up charging stations.
Officials said strengthening public and private charging networks was critical for increasing confidence among EV users and supporting long-term adoption.
Push For A ‘Green Bihar’
The government said the policy would help reduce:
- air pollution
- noise pollution
- greenhouse gas emissions
Officials described the initiative as part of Bihar’s broader effort to build a cleaner and more sustainable transport system over the coming decade.
