Patna: Bihar government has approved the Bihar Warder Cadre (Amendment) Rules, 2026, creating a separate reservation structure for former Agniveers in recruitment for jail warders (Kakshpal), officials said.
The decision marks a significant shift in the state’s recruitment policy for prison services, opening a dedicated pathway for candidates who completed military service under the Agniveer scheme.
Revised Reservation Structure
According to the amended rules, the existing 25 per cent reservation for ex-servicemen in jail warder recruitment will now be divided equally.
Of this, 12.5 per cent of posts will remain reserved for traditional ex-servicemen, while the remaining 12.5 per cent will be exclusively earmarked for former Agniveers from Bihar.
Officials said the restructuring aims to ensure targeted opportunities for both categories within the same recruitment framework.
Focus on Rehabilitation of Agniveers
The decision is being viewed as part of a broader effort to support the reintegration of Agniveers into civilian employment after completing their four-year tenure under the armed forces recruitment scheme.
Government sources said the move recognises the training, discipline and operational experience gained during military service, which can be utilised in state security roles.
Impact on Prison Administration
Jail warders are responsible for maintaining security inside prisons, supervising inmates and ensuring compliance with administrative rules.
Officials noted that candidates with military backgrounds are expected to strengthen discipline and operational efficiency within prison facilities due to their training and exposure to structured command systems.
Policy Implementation Expected Soon
Sources indicated that the formal notification for implementation of the amended rules is expected shortly. Once issued, the new reservation structure will apply to all future warder recruitments in the state.
Youth Response and Expectations
The decision has drawn attention among young aspirants, particularly those enrolled under the Agniveer scheme. Officials said the policy may also signal scope for similar employment provisions in other government departments in the future.
The state government maintains that the initiative is aimed at balancing employment opportunities while strengthening recruitment in essential services.
