Patna: The Bihar government on Wednesday organised a farewell ceremony for B Rajender, Additional Chief Secretary of the General Administration Department, with Chief Secretary Pratyaya Amrit and senior Indian Administrative Service (IAS) officers paying tribute to his contribution to administrative reforms and public governance.

The ceremony was attended by Additional Chief Secretaries, Principal Secretaries and Secretaries from departments across the state headquarters.

The programme began with a welcome address by Chief Vigilance Commissioner Deepak Kumar Singh, followed by the screening of a short film highlighting key reforms and initiatives undertaken by the General Administration Department during Rajender’s tenure.

Reforms In Governance Highlighted

The presentation showcased a series of administrative reforms introduced under Rajender’s leadership, including the scientific management of government records and the implementation of the Human Resource Management System (HRMS), the Sahyog Portal and the e-Office system.

It also highlighted the department’s achievement of ISO certification, alongside similar recognition awarded to the Bihar Institute of Public Administration and Rural Development (BIPARD) campuses in Gaya and, more recently, Patna.

Senior officers who had worked closely with Rajender described him as a disciplined and decisive administrator, praising his punctuality, administrative acumen and commitment to ensuring the timely disposal of official work.

Several speakers said the General Administration Department had achieved significant milestones in institutional reforms and governance innovation under his leadership, adding that his work ethic would continue to inspire future generations of civil servants.

Rajender Calls For Citizen-Centric Governance

Addressing the gathering, Rajender urged officers to strive for excellence in public administration while maintaining regular engagement with citizens.

He emphasised that sensitivity, transparency, accountability and timely execution of official work were the cornerstones of good governance. He also called on officers to place public interest at the centre of every administrative decision.

Chief Secretary Praises Administrative Legacy

Chief Secretary Pratyaya Amrit acknowledged Rajender’s long administrative career, describing his leadership and contribution to Bihar’s governance as exemplary.

He said Rajender’s professional approach and commitment to administrative excellence would remain a source of inspiration for the state’s bureaucracy and wished him good health and success in the years ahead.

At the conclusion of the ceremony, Pratyaya Amrit presented Rajender with a memento and a bouquet as a mark of appreciation for his service.

Rajender’s wife, Jaya, was also present. In his remarks, Rajender credited her with being the strongest source of support throughout his administrative career, saying her encouragement had played a vital role in his professional journey.

The ceremony concluded with senior officials extending their best wishes to Rajender for his future while expressing hope for Bihar’s continued progress through effective and citizen-focused governance.
