Patna: The Bihar government has initiated steps to prevent the sale and purchase of Gair-Mazarua Aam land by integrating land records with the state’s registration system, allowing software to automatically block the registration of such transactions.
The move follows repeated complaints about the illegal sale of land earmarked for public use.
In a letter issued on Thursday, Nawajish Akhtar, Special Secretary of the Department of Revenue and Land Reforms, informed the Department of Prohibition, Excise and Registration that details of Gair-Mazarua Aam land would be shared for inclusion in the department’s digital records.
Registration Software To Block Transactions
Under the proposed system, the Revenue and Land Reforms Department will provide the Registration Department with mauza-wise details of Gair-Mazarua Aam land across the state.
Once the information is uploaded, the registration software will automatically prevent the sale or purchase of any land falling under this category.
As part of the exercise, the department has already shared a sample list of Gair-Mazarua Aam land in Saran district with the Registration Department.
Officials said the land records have been compiled at the Anchal level through various land surveys.
To Be Added To Restricted List
The Registration Department maintains a district-wise “stop list” of properties on which registration of sale deeds is prohibited.
The government has decided to add Gair-Mazarua Aam land to this restricted list, ensuring that transactions involving such land cannot be registered.
What Is Gair-Mazarua Aam Land?
Gair-Mazarua Aam land refers to government land reserved for public use. It includes land used for roads, schools, ponds, cremation grounds, graveyards and other community purposes.
Historically, much of this land belonged to zamindars before Independence and later came under government ownership. In many places, however, local communities continue to use the land based on long-standing possession and historical records dating back to the zamindari period.
The government also allocates land from this category to landless families for housing, subject to the condition that it cannot be sold.
Follow-Up To Earlier Announcement
Revenue and Land Reforms Minister Dilip Kumar Jaiswal had announced in June that the sale of Gair-Mazarua Aam land would be prohibited.
He had also said that if such land had already been sold, the corresponding Jamabandi records would be cancelled.
The latest directive is part of the government’s efforts to implement that decision and curb unauthorised transactions involving public land.
