Patna: The Bihar government has made annual training mandatory for thousands of government officials and employees, including modules focused on understanding and addressing challenges associated with “Gen Z” behaviour and communication patterns.
The initiative forms part of a broader professional efficiency programme being implemented through the Karmayogi Portal under guidelines issued by the Central Government.
According to an order issued by the General Administration Department, officials and staff belonging to:
- the Bihar Administrative Service
- the Bihar Secretariat Service
- the Secretariat Clerical Service
will be required to complete 52 hours of annual training.
Online Training To Cover 15 Subjects
The training programme will be conducted online through the Karmayogi portal.
Officials said the curriculum consists of 15 subjects divided into:
- mandatory courses
- elective courses
Among the topics included are:
- leadership development
- administrative efficiency
- communication skills
- public conduct and citizen engagement
- understanding behavioural changes associated with younger generations, including Gen Z
The state government said the curriculum had been designed to align with contemporary administrative and workplace requirements.
Training Mandatory Across Multiple Service Ranks
The order applies to officers across a wide range of administrative positions.
Under the directive, mandatory participation has been prescribed for:
- Bihar Administrative Service officers from entry level to Additional Collector rank
- Joint Secretaries to Special Secretaries
- Secretariat Service officers from Assistant Section Officer to Secretary rank
- Upper and Lower Division Clerks in the Secretariat Clerical Service
Officials said the programme was intended to improve both governance standards and workplace adaptability within the bureaucracy.
Focus On Public Behaviour And Leadership Skills
The government stated that special emphasis had been placed on:
- improving officers’ leadership capabilities
- fostering better public interaction
- encouraging citizen-friendly administrative behaviour
The inclusion of Gen Z-related behavioural training reflects growing institutional attention towards generational shifts in communication styles, workplace expectations and public engagement.
Officials said the initiative aimed to ensure that government employees remained better equipped to handle evolving social and administrative challenges in a rapidly changing environment.
