Patna:The Bihar government has signalled stricter enforcement against irregularities involving government land and land records, with Revenue and Land Reforms Minister Dilip Kumar Jaiswal warning officials of disciplinary action in cases of negligence, collusion or wrongful transfers.
During a video conference review meeting held from the department headquarters in Patna on Thursday, the minister reviewed revenue-related work in Supaul, Rohtas and Patna districts. He said the state would not tolerate the illegal transfer or misuse of government land and indicated that a new law could soon be introduced to strengthen oversight.
Focus on land record transparency
Jaiswal said land remained the foundation of development and that maintaining accurate records and protecting government land were key responsibilities of both the government and district administration.
He warned officials that delays or negligence in land-related services would no longer be accepted, adding that corruption linked to public services was a major concern for the department.
The minister said a special monitoring cell under the Economic Offences Unit had been created to keep watch on nearly 175 departmental officials as part of anti-corruption measures.
Action against middlemen and offline processing
The minister also directed officials to monitor the activities of brokers operating around circle offices. He said accountability was required at every level of the department to ensure effective action against corruption.
According to the minister, all land-related services would now be processed only through online systems. Officials found using offline procedures would face action.
He said the government aimed to improve transparency through technology and reduce inconvenience for citizens.
Review of pending cases and digital services
Departmental secretary Jai Singh instructed district officials to dispose of pending cases within fixed timelines.
The meeting reviewed the status of several schemes and services, including online mutation, mutation defect checks, Parimarjan Plus, e-mapping, Abhiyan Basera, government land verification, public grievances, assistance camps, farmer registration and pending matters in RCMS courts.
Priority for landless families
The government also stressed the identification and rehabilitation of eligible landless families through the allocation of residential land.
Jaiswal said the process must be completed without delays and warned that negligence in the implementation of welfare measures would not be tolerated.
Patna district asked to improve performance
Special attention was given to the functioning of Patna district during the review. The minister directed the district magistrate and additional collector to conduct regular monitoring and improve performance indicators before the next review meeting.
He also asked districts to work towards securing positions among the top 10 in departmental rankings.
Several senior officials, including secretary Seema Tripathi, special secretary Inayat Khan and other departmental officers, attended the meeting along with local public representatives.
