Patna: The Bihar Cabinet has approved the Bihar Information Technology Service Rules, 2026, a move the state government says will strengthen digital governance and improve the delivery of technology-based public services at the district and regional levels.
Announcing the decision on Wednesday, Information Technology Minister Nitish Mishra described the new rules as a significant step towards building a dedicated administrative and technical framework to support the state’s expanding digital infrastructure.
He said the initiative would help ensure the effective implementation of e-governance programmes and technology-driven services across Bihar.
Dedicated IT Cadre Planned
Mishra thanked Chief Minister Samrat Chaudhary and the Cabinet for approving the new service rules, describing the decision as an important milestone in Bihar’s digital transformation efforts.
According to the minister, the rapid expansion of information technology and the growing dependence of government departments on digital systems have created the need for a specialised cadre capable of managing technology infrastructure and services at multiple administrative levels.
He said the new framework would address requirements related to hardware, software, automation and digital governance from divisional headquarters to district and block offices.
District And Regional IT Offices To Be Established
The minister said the new rules would facilitate the establishment of district and regional offices under the Information Technology Department.
These offices will be staffed by technical personnel, including District e-Governance Officers, who will oversee the implementation and monitoring of IT projects and digital services.
Officials believe the presence of dedicated technical teams at the local level will improve coordination, ensure timely execution of projects and help address technology-related issues more efficiently.
Expanding Scope Of Digital Governance
Mishra said the volume and complexity of IT projects being implemented by various departments had increased substantially in recent years.
He noted that the successful implementation of these projects requires both technical expertise and administrative support at the grassroots level.
The new service rules are intended to create an institutional mechanism capable of supporting government initiatives related to digital services, automation, cybersecurity and e-governance.
The framework will also assist in implementing policies and legal provisions related to information technology introduced by both the Central and state governments.
Focus On Citizen Services
According to the government, the new system is expected to improve the accessibility, transparency and accountability of public services by bringing technical expertise closer to citizens.
Officials said the establishment of regional IT infrastructure would enable faster resolution of service-related issues and enhance public engagement with government platforms.
The government believes the reforms will strengthen Bihar’s digital ecosystem while improving the quality and reach of e-governance services.
Mishra said the Bihar Information Technology Service Rules, 2026, would play a key role in transforming governance and helping position Bihar as a model for technology-driven administration in India.
