Patna: Bihar’s chief secretary, Pratyaya Amrit, has said the state is ready to amend existing policies or introduce new ones at short notice to facilitate investment, signalling a push to accelerate industrial growth and clear bottlenecks.
Addressing entrepreneurs at an industry dialogue on Friday, Amrit said policy flexibility would be used to respond to investor needs, as officials received a clutch of proposals across manufacturing, infrastructure and skills. The meeting drew senior officials from the industry, energy and cabinet secretariat departments.
Among the largest pitches was a proposal by Shashi Shekhar, an adviser to the Velankani Group, for an integrated electronic city spread across about 2,000 acres. Mohit Kumar Patel, managing director of Ahmedabad-based Divraj Steel, proposed setting up a steel plant on 150 acres, while an Ultratech Cement executive, Amarendra Kumar, raised land-related issues affecting the company.
Land requests featured prominently. Chirag Patodia of the Rashmi Group sought 500 acres, Kundan Sarraf, managing director of Orna 24 Industries, requested 100 acres, and Saket Bagaria of Geofast asked for land to establish an industrial unit. Sudhir Keshari of Palanji Industries presented plans for a modern furniture manufacturing facility, while Ara-based entrepreneur Kumar Prashant showcased a concept for floating houses, highlighting upcycling and design innovation.

The dialogue also addressed operational grievances. Tanya Raj, director of Eduratnam, complained of delayed payments; the chief secretary directed the industry department to release dues within a week. Raj is also planning a skill-based training centre, which officials were asked to examine as a pilot project starting January next year.
Infrastructure concerns were taken up too. After a complaint from Anil Kumar Chaurasia, managing director of ESE Energy Private Limited, about poor road conditions near NH-2 in Kaimur’s Kudra block, Amrit ordered repairs on a priority basis.
Industry department secretary Kundan Kumar, industry director Mukul Kumar Gupta and energy secretary Manoj Kumar Singh attended the meeting, alongside other senior officials, as the state sought to convert proposals into time-bound action.
