Bihar Land Registration Goes Paperless: Book Property Registration Slots Online From Home

From August 17, Bihar’s registration offices will operate under the new digital system, allowing applicants to prepare documents online and receive registered deeds digitally.

Patna: The process of registering land and houses in Bihar has entered a new digital phase. From August 17, 2026, registration offices across the state will operate under a paperless system, eliminating the need to prepare deeds on physical stamp paper and carry large bundles of documents to registration offices.

Under the new system, documents will be prepared and processed digitally, while the registered deed will be made available as a PDF through mobile, WhatsApp or email after completion of the registration process.

Registration Slots Can Be Booked Online

The new system will allow buyers and sellers to complete several steps online before visiting the registration office.

Once the required documents have been uploaded and updated, applicants will be able to book registration slots from home. This is expected to reduce waiting time at registration offices and make the process more organised.

Katibs to Work as Service Providers

The role of Katibs or document writers will also change under the new system.

Instead of only preparing documents, Katibs will function as service providers, assisting applicants with online applications, document preparation and appointment booking.

The Registration Department has already provided training to officials, registration office staff, Katibs, stamp vendors and lawyers. Mock drills have also been conducted to familiarise stakeholders with the digital system.

Fingerprints and Iris Scanning Mandatory

The registration process will include biometric verification. Fingerprints and iris scans of both the buyer and seller will be captured at the registration office.

Digital procedures, including e-signatures, will then be completed. Both parties will have to appear at the office at their allotted time to formally confirm their consent before the registering officer.

E-KYC verification will also be carried out wherever required.

Applicants will have to carry an additional identity document along with their Aadhaar card during registration.

Registered Deed to Be Delivered Digitally

Once the registration is completed, the registered land or property deed will be generated digitally as a PDF.

Applicants will be able to receive the document through mobile, WhatsApp or email, reducing dependence on physical copies and concerns over documents being lost, damaged or torn.

New System May Pose Challenges for Some Applicants

While the paperless system is expected to make property registration faster and more convenient, it could also create difficulties for people unfamiliar with digital processes.

Rural residents, elderly applicants and people with limited digital literacy may require assistance while completing online applications, uploading documents and booking appointments.

The expanded role of Katibs as service providers is expected to help applicants navigate these digital procedures.
