Patna: The Bihar government has introduced a new verification system for land registration, making inspection and approval by the concerned Circle Officer (CO) mandatory before the registration of any land parcel.
Officials said the move was aimed at reducing fraudulent transactions, forged documentation and long-running land disputes across the state.
Online Application Through e-Nibandhan Portal
Under the revised system, buyers and sellers must first submit an online application through the e-Nibandhan portal.
Applicants will be required to upload all relevant land documents and details before the registration process can proceed.
Following the submission, the concerned Circle Office will conduct a field-level verification and prepare an inspection report. Registration will move forward only after the report is received.
Mandatory Land Details To Be Verified
The government has made several details compulsory within the application process, including:
- Khata number
- Khesra number
- Land area
- Boundary details
- Jamabandi number
- Name of the seller
Officials said the Circle Officer would verify the authenticity of these details and ascertain whether the land was involved in any dispute.
The report must also clearly specify whether the land is privately owned or government property and confirm the legitimacy of ownership claims made by the seller.
10-Day Deadline For Inspection Reports
The government has directed officials to complete and issue inspection reports within 10 days.
According to the new guidelines, if the report is not submitted within the stipulated period, the registration process may proceed based on the information already uploaded on the portal.
However, accountability for delays will be fixed on the concerned officials.
Government Says Move Will Reduce Fraud
Officials said the system was designed to make land transactions more transparent and secure by ensuring that buyers received verified information before completing purchases.
The government believes the initiative will help reduce cases involving fake documents, illegal registrations and ownership conflicts.
Authorities added that the new framework was expected to strengthen trust in Bihar’s land registration system and streamline property transactions across the state.
