Patna: In a move aimed at strengthening governance and promoting institutional cleanliness, Bihar Chief Secretary Amrit Lal Meena on Tuesday launched the ‘Swachh Bihar Portal’, a digital platform developed with technical support from the Department of Administrative Reforms and Public Grievances (DARPG), Government of India.

Launched during a virtual conference attended by divisional commissioners, district magistrates and departmental secretaries, the portal is designed to monitor, evaluate and report on cleanliness standards across administrative offices in the state. Sarita Chauhan, Joint Secretary at DARPG, also joined the launch via video conferencing.

Speaking at the inauguration held at the old secretariat in Patna, Meena said the portal marks a significant step not just towards maintaining cleanliness but also improving governance. “This is about transforming the culture of administration. Cleanliness is one part, but efficient scrap disposal, office upkeep and timely reviews are integral to a functional and transparent system,” he said.

The portal will assess government departments and offices on 19 key parameters, including sanitation, file management, and maintenance. Based on these indicators, performance rankings will be generated regularly. To ensure proper implementation, Meena directed all departments to immediately designate nodal officers to manage portal-related tasks and conduct weekly review meetings.

So far, nodal officers have been appointed in 23 departments, 13 districts and six divisional offices. Meena further instructed the General Administration Department to honour three top-performing departments, district offices and divisional offices during Civil Services Day in 2026.

The Swachh Bihar Portal allows officials to upload inspection data, track compliance, and initiate timely corrective actions. It is modelled on similar systems successfully implemented by the central government.

Also present at the event were Additional Chief Secretary of Revenue and Land Reforms Department Deepak Kumar Singh, General Administration Department Secretary Mohd Sohail, and Special Secretary Rachna Patil, among other senior officials.

The initiative, led by the General Administration Department, aims to ensure better public service delivery through cleaner and more organised administrative spaces, while bringing greater transparency and accountability through digital tools.
