Bihar Cabinet Lifts Ban On Buying, Selling Land In Greenfield Satellite Townships

The cabinet's decision allows landowners and buyers to resume the purchase, sale and transfer of plots in notified greenfield satellite township areas after development plans are finalised.

Patna: The Bihar government has lifted the ban on the purchase, sale and transfer of land in greenfield satellite townships, providing relief to property owners and prospective buyers in the notified areas.

The decision was among 10 proposals approved at a Bihar cabinet meeting chaired by Chief Minister Samrat Chaudhary on Wednesday.

The restriction had been imposed following the final publication of development plans for the greenfield satellite townships. The cabinet has now granted post-facto approval to the resolution issued on July 29, 2026, allowing land transactions to resume in accordance with the applicable regulations.

Land Transactions To Resume

The decision will directly affect landowners and buyers whose properties fall within the notified greenfield satellite township areas.

Once the development plan has been finally published, land in these areas can be bought, sold or transferred subject to the prescribed rules.

The lifting of the restriction is expected to provide greater flexibility to property owners who had been unable to transact in their land because of the earlier prohibition.

CBG Plants Planned In Four Cities

The cabinet also approved the establishment of Compressed Biogas (CBG) plants in the municipal corporation areas of Gaya, Muzaffarpur, Bhagalpur and Bihar Sharif.

Ten acres of land will be provided free of cost for 25 years within the respective municipal areas to Indian Oil Corporation, GAIL, Hindustan Petroleum and Bharat Petroleum for the projects.

Rs 1,000 Crore For PM Surya Ghar Scheme

The government approved an annual expenditure of Rs 1,000 crore on state financial assistance for domestic consumers under the PM Surya Ghar Muft Bijli Yojana.

The state will provide assistance of Rs 10,000 per kW, subject to a maximum of Rs 20,000 per consumer, through direct benefit transfer. This assistance will be in addition to the central government’s subsidy.

Kushal Yuva Programme Extended

The cabinet also approved the extension of the Kushal Yuva Programme for another five years.

An expenditure of Rs 430 crore has been approved for the scheme during 2026-27. The programme’s training curriculum will be expanded to include emerging technologies and employment-oriented skills, including artificial intelligence, digital services, solar energy, drone technology, networking, home nursing, emergency medical technology, digital marketing, banking and financial services, Tally, language skills and entrepreneurship.

Around 2.57 lakh young people are expected to receive training each year through 6,436 training centres.

The government expects the programme to generate direct employment through the operation of the centres while helping trainees secure jobs or establish their own enterprises.

50% Of Private ITI Seats Through Entrance Examination

The cabinet approved changes to admissions in private Industrial Training Institutes.

Under the new system, 50% of sanctioned seats in private ITIs will be filled through the Bihar Combined Entrance Competitive Examination Board (BCECEB).

The move is intended to make the admission process more organised and transparent.

Private B.Ed Colleges To Become Multidisciplinary Degree Colleges

The cabinet also approved a proposal to develop standalone private B.Ed institutions into multidisciplinary degree colleges in line with the National Education Policy 2020 and National Council for Teacher Education guidelines.

NCTE-recognised private teacher education institutions will be able to offer undergraduate courses in subjects including Arts, Science and Commerce alongside B.Ed programmes.

They may also introduce skill-based courses, subject to the required standards and approvals from the concerned university, UGC, NCTE and the state government.

The government expects the move to expand higher education opportunities within districts and nearby areas and help increase the state’s gross enrolment ratio.

221 Posts Approved In Power Transmission Company

The cabinet approved the creation of 221 posts under Bihar State Power Transmission Company Limited.

The posts will cover grid substation offices and include positions such as electrical executive engineer, assistant executive engineer, junior electrical engineer, head foreman, foreman and technical staff in grades 1, 2 and 3.

The cabinet also approved a one-year extension of service for Sanjay Kumar, Special Secretary in the General Administration Department and Director General of BIPARD, who was scheduled to retire on July 31, 2026.
