Patna: Bihar Chief Minister Nitish Kumar has announced the formation of three new departments—Youth, Employment and Skill Development; Higher Education; and Civil Aviation—marking a significant step in the state’s drive to create one crore jobs over the next five years.
In a post on X (formerly Twitter) on Friday, CM Nitish said the initiative was central to the government’s employment roadmap for 2025–30. “We have set a target of providing jobs and employment to one crore youth in the next five years. For this, more young people must receive skill training and quality higher and technical education,” he wrote, adding that intensive monitoring would be carried out to ensure progress.
The new Youth, Employment and Skill Development Department will oversee schemes aimed at expanding entrepreneurship and generating large-scale job opportunities. Officials say the department will coordinate programmes currently scattered across multiple agencies to streamline support for young workers.
Explaining the need for a dedicated Higher Education Department, the chief minister said its mandate would include improving academic standards, promoting research and innovation, strengthening technical and vocational education and ensuring equal access to job-oriented courses. “The objective is to bring qualitative improvement across higher education and ensure youth from all sections receive opportunities that lead to employment,” he said.

CM Nitish also announced a separate Civil Aviation Department, citing ongoing and upcoming airport projects across Bihar under the UDAN regional connectivity scheme. Several new airports are under construction, with more planned. A dedicated department, he said, would help speed up approvals, boost connectivity, strengthen the state’s industrial environment and support exports of Bihar-made products.
The move is seen as an attempt to restructure government machinery to meet the state’s ambitious jobs target, with employment creation emerging as a central political priority. Officials said the restructuring would give clearer lines of accountability as Bihar seeks to expand training capacity, attract investment and improve transport infrastructure over the next decade.
