Bihar’s New Exam Shield: What’s Being Built In 29 Districts To Stop Paper Leaks?

Bihar plans dedicated examination buildings and secure strong rooms in 29 districts, with Rs 33 crore earmarked to strengthen exam security and prevent paper leaks and malpractice.

Patna: Bihar is preparing a new layer of examination security with plans to construct dedicated examination buildings and strong rooms in 29 districts.

The initiative has been taken following directions from Chief Minister Samrat Choudhary, with the Bihar School Examination Board (BSEB) asked to accelerate the work. The government has made a budget provision of Rs 33 crore for the project.

The plan is aimed at strengthening the examination system and preventing paper leaks, malpractice and other forms of misconduct in examinations conducted by the board.

According to a report published on September 12, administrative approval has already been granted for the first phase covering 12 districts.

What Will Be Built?

Most of the proposed examination buildings and strong rooms will be constructed within existing school campuses.

The facilities are expected to require around one to 1.5 acres of land. The examination buildings will have modern facilities to support the conduct of examinations in a more controlled and secure environment.

Alongside the examination halls, strong rooms will be built for the secure storage of question papers, answer sheets and other examination-related materials.

The government expects the dedicated infrastructure to improve the handling and storage of examination materials and strengthen the overall examination management system.

Why Strong Rooms Matter

The strong rooms are intended to provide a secure storage facility for question papers and other materials before and after examinations.

By creating dedicated facilities under tighter security arrangements, the Bihar School Examination Board aims to reduce vulnerabilities in the movement and storage of examination materials.

The initiative is also expected to help the board conduct examinations in a more systematic manner while strengthening safeguards against paper leaks and examination malpractice.

12 Districts In First Phase

Administrative approval has been granted for construction in 12 districts under the first phase.

The selected districts are Rohtas, Lakhisarai, Begusarai, Sitamarhi, East Champaran, Vaishali, Kaimur, Nalanda, Jamui, Katihar, Nawada and Madhepura.

In Rohtas, the examination facility will be constructed at Takiya Shri Shankar Higher Secondary School in Sasaram.

In Lakhisarai, the proposed facility will come up at Shri Dher Nath Mahadev High School in Sharma, Ramgarh Chowk.

In Begusarai, Government Basic School in Vishnupur has been selected for the project.

In Sitamarhi, construction is planned at Barhiyarpur Middle School in Dumra.

In East Champaran, the facility will be developed at PM Shri District School in Motihari.

In Vaishali, Sarai Adarsh High School in Bhagwanpur has been identified for construction.

In Kaimur, the selected location is Ratwar Higher Secondary School in Bhabua.

In Nalanda, the examination building will be constructed at RDS Plus Two School in Rajgir.

In Jamui, the facility is planned at Jamui Bazaar Plus Two High School.

In Katihar, Darshan Saha College has been selected.

In Nawada, construction is planned at Kanhai Inter School.

In Madhepura, the Bhupendra Narayan Mandal University campus has been identified for the examination facility.

Bihar’s Wider Push For Exam Security

The move adds another layer to Bihar’s efforts to strengthen examination systems and improve the security of question papers and other examination materials.

The state has previously introduced measures including technological and administrative safeguards to reduce malpractice during examinations. The new infrastructure focuses specifically on dedicated examination spaces and secure storage facilities.

The latest plan is expected to give BSEB greater control over the storage, handling and movement of examination materials, while providing students with more standardised facilities for board examinations.

With construction planned across 29 districts, the government’s focus is now on expanding secure examination infrastructure beyond individual centres and creating dedicated facilities for safer and more controlled exams.
