Patna: Several rules and procedures affecting residents of Bihar are set to change from October 1, 2026. The changes cover LPG subsidy authentication, Aadhaar updates for children, SBI Basic Savings Bank Deposit accounts, large fixed deposits, fertilizer purchases and property tax.
Here are the seven key changes residents should know about before October begins.
LPG Subsidy To Require Aadhaar Biometric Authentication
From October 1, consumers seeking subsidised domestic LPG refills in Bihar will need to complete biometric Aadhaar authentication.
Consumers who have already completed the authentication will not need to repeat the process. Those who have not yet completed it can do so during LPG delivery, at the gas agency showroom or through the relevant oil company’s app.
Delayed Birth And Death Registration To Need Additional Approval
Rules governing delayed birth and death registration will also change from October 1.
If registration is delayed by more than one year, approval from the District Magistrate, Sub-Divisional Magistrate or an authorised Executive Magistrate will be required.
For delays of more than two years, an order from a Judicial Magistrate First Class will be required.
The changes make timely registration important for families applying for birth or death certificates.
SBI BSBD Account Holders Get Four Free Cash Withdrawals
Customers with an SBI Basic Savings Bank Deposit (BSBD) Account will be allowed four cash withdrawals per month without a charge.
After the four free withdrawals, an additional cash withdrawal will attract a charge of Rs 15 plus GST.
Cash withdrawals through AePS will also be counted among the four free transactions. The rule applies specifically to BSBD accounts and not to every SBI savings account.
Rs 3 Crore Or More FD To Be Treated As Bulk Deposit
A clarification related to large fixed deposits will also apply from October 1.
A single term deposit of Rs 3 crore or more will be classified as a Bulk Deposit.
This does not mean that Rs 3 crore is the maximum amount that can be invested in a fixed deposit. The classification is relevant to the applicable bulk-deposit rules, while ordinary smaller FDs are not covered in the same way.
Children’s Aadhaar Update To Cost Rs 125
Parents updating Aadhaar details for children aged 7 to 15 years should note the September 30 deadline.
The Mandatory Biometric Update for this age group is free until September 30, 2026. From October 1, the applicable fee will be Rs 125.
Parents who are eligible for the free update should therefore take note of the deadline.
Bihar Farmers To Get Mobile Fertilizer Booking Facility
Bihar is also introducing a digital facility for fertilizer purchases.
Through the Framework for Fertilizer Sale (FFS) app, farmers can book fertilizer using their mobile phones. After completing the booking, they can collect the fertilizer from the designated shop or centre using a QR code.
The facility is being implemented across different districts of Bihar.
Patna Property Tax Deadline Ends On September 30
Property owners within the Patna Municipal Corporation area have until September 30 to clear their outstanding property tax under the current deadline.
From October 1, 1.5% monthly interest will apply to the outstanding tax amount under the applicable rules.
Property owners should therefore check their tax dues and complete payment before the deadline if they want to avoid the additional monthly charge.
What Bihar Residents Should Check Before October 1
The changes most directly affecting households include LPG Aadhaar biometric authentication, the Rs 125 charge for children’s Mandatory Biometric Updates and SBI BSBD withdrawal rules.
Farmers should also take note of the digital fertilizer booking facility, while property owners in Patna should clear their dues by September 30 to avoid the applicable interest from October 1.
With several of these changes tied to specific deadlines, residents should complete any pending requirements before the new rules take effect.
