Patna: Chief Minister Nitish Kumar on September 22 will transfer Rs 10,000 as first installment to 50 lakh women under “Mukhya Mantri Mahila Rozgar Yojana” to start business of their own choice.
CM Nitish would transfer the first installment to 50 lakh women through DBT at a function to be organized here in the state capital on September 22, 2025 (Monday).
The scheme “Mukhya Mantri Mahila Rozgar Yojana” to give one woman of each family the opportunity to start business of her own choice.
A total of Rs 5,000 crore would be transferred to the women entrepreneurs at the launch of the scheme if one goes by the simple calculation of the number of 50 lakh women entrepreneurs multiplied by amount of Rs 10,000 that they will be getting as financial assistance to start their venture.
Rural development department has, so far, received more than 1.06 crore applications from women willing to avail the benefits of the scheme. Rural Development Department is the nodal agency for implementation of the scheme in rural areas while Urban Development Department will ensure the implementation of the scheme in urban areas.
The scheme is basically meant to create employment opportunities in the state especially for rural women which, in turn, would ensure their economic empowerment. The move would not only help women increase their income and living standards of the entire family but would also further strengthen state’s economy.
PROGRAMMES TO BE HELD AT DIST, BLOCK, VILLAGE LEVEL
Rural Development Department’s Secretary Lokesh Kumar Singh has written a letter to all the District Magistrates for organizing programme in their respective district to transfer the first installment of Rs 10,000 to women entrepreneurs under Mukhya Mantri Mahila Rozgar Yojana.
The function to be held in Patna would be telecast live while the same would also be organized at district level, block level, Cluster Level Federation (CLF) (Sankul Stariy Sangh) and village organisations which would ensure the participation of Jeevika Self Help Group (SHGs) members, the letter said while stating that the function would be organized as “celebration” at CLF and VO level in order to make women groups and community organisations aware about the scheme.
In his letter, Singh said that a function would be held in all the 38 districts presided over by respective District Magistrate in the presence of people’s representatives, district officials and at least 1,000 women from Jeevika SHGs.
Similarly, function would be held at block level in all the 534 blocks which would be attended by people’s representatives, block level officials and at least 5,00 women members from Jeevika SHGs. It would also be organized in all the 1680 Cluster Level Federation which would be attended at least by 200 Jeevika SHGs members.
Besides, arrangement would also be made to telecast the function live in all the 70,000 village level organisations and the participation of at least 100 Jeevika SHGs members from each village organisation.
ELIGIBILITY TO AVAIL THE SCHEME
Under the scheme, priority will be given to those women who either belong to economically weaker section or those who do not have permanent source of income.
An applicant will have to make online registration to avail the benefit of the scheme. The process to make the application has been made simple so that more women can take the benefit of the scheme.
The benefit of the scheme will be given to those who have nuclear family (comprising husband, wife & unmarried children).
Unmarried adult women will also be eligible to get the benefit of the scheme whose parents are not alive. Applicant must be in the age-group of 18-60 years. Applicant or her husband should not be income tax payee, neither they (applicant and her husband) should be government service (either regular or contractual). All the Jeevika SHGs members will be eligible for the scheme.
SHGs members will submit their applications in their respective village organisations in rural areas whereas women hailing from urban areas will have to make online application through a link available on the official website www.brlps.in . Women living in urban areas and are already associated with SHGs need not make an online applications.
BACKGROUND
It may be noted that the state cabinet, chaired by Chief Minister Nitish Kumar had on August 29, 2025, approved a scheme titled “Mukhya Mantri Mahila Rozgar Yojana” meant to empower women of the state.
Chief Minister Nitish Kumar had in his post on “X” exuded confidence that the implementation of the scheme would not only further strengthen women’s lot but would also help in creating “better employment opportunities” in the state itself so that people will not have to move out of the state in search of employment opportunities out of compulsion.
As per the scheme, it gives Rs 10,000 as first installment to one woman of each family to start a business of her own choice.
Following the evaluation of the performance of woman’s entrepreneurial venture after six months, an additional Rs 2 lakh will be given as grant to the women entrepreneurs.
NO NEED TO RETURN RS 10,000
In response to a query whether the women entrepreneurs will have to return Rs 10,000 given as grant, the top state government official (the then Chief Secretary Amrit Lal Meena) had made it amply clear that “they (entrepreneurs) don’t need to return it (to the government) as the amount given to them (entrepreneurs) is a kind of grant or economic assistance. The idea is to promote and help those women who want to become entrepreneurs on their own”.
