Bihar Government Makes Post-Travel Reports Mandatory For Officials Returning From Foreign Tours

Officials travelling abroad on government work will now have to explain what they learned and how it can be applied to improve administration in Bihar.

Patna: The General Administration Department Bihar has issued fresh directives requiring government officials returning from foreign visits to submit detailed written reports explaining what they learned during their travels and how those experiences could benefit the state administration.

The new framework applies to officials undertaking overseas travel for official purposes, including seminars, conferences and training programmes.

Letters outlining the new directives have been sent to Additional Chief Secretaries, Principal Secretaries and Secretaries across all state government departments.

Reports To Be Submitted Within 15 Days

According to the government order, officials must submit their reports within 15 days of returning from foreign tours.

The reports are to be prepared in a prescribed format and must include:

  • details of programmes attended abroad
  • key learnings and insights gained
  • possible administrative applications in Bihar
  • recommendations for policy or operational improvements

Officials are expected to explain how practices or ideas observed internationally could be adapted to strengthen governance and administrative functioning within the state.

Government Seeks Wider Institutional Benefits

The Bihar government said the move was aimed at ensuring that the knowledge and exposure gained through foreign visits translated into tangible improvements within the administrative system.

According to the General Administration Department, the reports could help facilitate:

  • policy reforms
  • administrative efficiency
  • adoption of new working methods across departments

Officials said the initiative was also intended to ensure better accountability in the use of public funds spent on official foreign travel.

Focus On Administrative Reform

The government said overseas visits should not remain limited to “individual experiences” but should contribute directly to governance reforms and institutional development in Bihar.

By formally documenting lessons learned abroad, the administration hopes to encourage the wider adoption of innovative practices and strengthen long-term policy planning across departments.
