Bihar Govt Tightens Grip On Land Deals, Orders Government Land To Be Added To Restricted List

Patna:Bihar Revenue and Land Reforms Minister Dilip Kumar Jaiswal has directed officials to identify all gair majarua aam category government land and immediately include it in the state’s restricted transaction list to prevent unauthorised sale or transfer.

The directive was issued during a video conference review meeting of revenue-related work in Bhojpur, Madhepura and Arwal districts.

The minister also instructed officials to include cases involving cancelled jamabandis in the restricted list and share the updated records with the Registration Department to strengthen safeguards against illegal transactions involving government land.

Focus on land bank and development projects

Jaiswal said government land plays a key role in creating land banks for development projects and that its protection must remain a priority.

He stated that negligence in safeguarding public land would not be tolerated at any level of the administration.

Verification of government land records

During the meeting, Revenue and Land Reforms Department Secretary Jai Singh informed officials that a preliminary list of government land had already been made available through the login portals of circle officers.

Officials have been asked to verify the records and prepare a final list. The department also plans to obtain declarations from concerned officers confirming that no government land within their jurisdiction has been omitted.

According to the department, the restricted transaction list includes land parcels on which purchase and sale transactions are prohibited.

Review of revenue services

The minister reviewed a range of departmental activities, including mutation cases, defect verification, online mutation services, land record corrections, e-measurement, government land verification, public grievance redressal, Basera-2 campaign activities, farmer registration and cases pending under the Revenue Court Management System (RCMS).

He reiterated that all departmental services are fully digitised and instructed officials to process work only through online systems. Departmental action, he said, would be taken against officers found carrying out work offline without authorisation.

Concerns over e-measurement performance

Reviewing e-measurement services, Jaiswal said each amin has been assigned a target of completing 15 to 20 measurements per month, but performance in several districts remains below expectations.

He directed officials to strictly follow the “First In, First Out” (FIFO) principle while handling e-measurement applications.

Warning over performance and accountability

The minister stressed the need for transparency and accountability across the revenue administration and said supervisory officers must maintain effective control over subordinate staff.

He also advised that when officials go on leave, responsibilities should be assigned to capable officers rather than being routinely handed over to neighbouring jurisdictions.

Jaiswal said the performance of many circles was currently below expected standards and warned that strict action could follow if improvements are not reflected in the next review, scheduled in 15 days.

Officials attend review meeting

The meeting was attended by senior department officials, including Secretary Seema Tripathi, Additional Secretary Prashant CH and other officers from the Revenue and Land Reforms Department, who reviewed progress and suggested corrective measures in various areas of administration.
