Patna: State revenue and land reforms minister, Dilip Kumar Jaiswal, has directed all deputy collectors of land reforms (DCLRs) to hold review meetings with revenue employees once every month, preferably on a Saturday, to assess progress on departmental work.
The department will soon issue detailed guidelines for implementing the review mechanism, the minister said during a district-wise assessment of revenue administration.
Review of Revenue Work
On the sixth day of the department’s review exercise, Jaiswal conducted a video conference with officials from Saran, Nawada and Bhagalpur districts. He emphasised the need for timely delivery of services and faster disposal of pending cases.
The minister instructed officials to verify mutation applications against government land records before approving them. He said negligence in the process would not be tolerated.
Focus on Landless Families
Jaiswal said providing homestead land to all landless families remains a key priority of the state government. He directed circle officers to identify eligible beneficiaries in their respective jurisdictions and ensure early allotment of land.
The minister also referred to complaints that eligible beneficiaries in some circles had been declared unfit for benefits. He said such cases would be investigated and strict action would be taken against officials found responsible for irregularities.
Warning on Pending Cases
The minister asked officials to show significant progress in disposing of pending cases within the next 15 days. He said another review would be conducted after a fortnight and warned that action could be taken against officials if expected progress is not achieved.
According to Jaiswal, the government’s objective is to make revenue services more effective, transparent and citizen-centric. He called for greater accountability at all administrative levels and regular monitoring of pending matters.
Digital Services and Programme Review
Officials reviewed progress under several departmental initiatives, including mutation defect checks, online mutation services, Parimarjan Plus, e-Maapi, Abhiyan Basera, government land verification, the Revenue Maha Abhiyan, public grievance redressal mechanisms, support camps and cases processed through the RCMS portal.
District magistrates, additional collectors, DCLRs and circle officers from the three districts participated in the review meeting.
Senior Officials Present
Revenue department secretaries Jai Singh and Seema Tripathi interacted with district officials based on performance data and issued necessary instructions.
Among those present were special secretary Inayat Khan, additional secretaries Prashant CH, Ajeev Vatsraj and Mahendra Pal, officer on special duty Mani Bhushan Kishore, deputy director Mona Jha, assistant director and public relations officer Juhi Kumari, IT manager Anand Shankar, and other departmental officials.
