Patna: The Bihar government has introduced a new mechanism to simplify land acquisition for its proposed satellite township projects, with landowners now able to submit applications directly to the Bihar State Housing Board under a newly notified Standard Operating Procedure (SOP).
The Urban Development and Housing Department said the revised system is intended to make the land purchase process more transparent, efficient and time-bound while reducing procedural delays for landowners.
Dedicated Counters For Landowners
As part of the new arrangement, the Bihar State Housing Board will establish a dedicated counter at its headquarters in Patna to receive applications from landowners interested in selling land for satellite township projects.
A separate inquiry counter will also be set up to provide information and guidance on the application process.
The Housing Board headquarters is located near the Bihar Legislative Assembly, adjacent to the Secretariat Police Station.
How The Process Will Work
Under the SOP, landowners must submit an application along with a land sale proposal, a draft sale deed and the required supporting documents.
The Housing Board has been directed to complete a preliminary scrutiny of the application within seven days before forwarding it to the appropriate authority under the Bihar Raiyati Land Purchase Policy-2026.
Land purchase proposals valued at up to Rs 100 crore will be examined by the concerned District Magistrate, while proposals exceeding Rs 100 crore will be referred to the Divisional Commissioner.
The respective District or Divisional Raiyati Land Purchase Committee will assess the land and prepare the final recommendation.

Payment Within Seven Days
Once the competent authority grants approval, the Bihar State Housing Board will release the approved payment to the landowner within seven days.
The sale deed will then be executed under the supervision of an authorised Housing Board official, following which the land will be mutated in favour of the Housing Board.
Stamp Duty Exemption
Under the new policy, land acquired by the Housing Board for satellite township projects will be exempt from stamp duty and registration charges.
Officials said the exemption is intended to reduce transaction costs and encourage voluntary land sales.

The SOP forms part of the Bihar government’s broader plan to develop greenfield satellite townships across the state through a structured and transparent land acquisition framework.
