Patna: The Bihar government is set to introduce a new district-level grievance redressal mechanism for the upper-caste (Savarna) community, with nodal officers to be appointed in all 38 districts to facilitate quicker resolution of complaints.
The initiative aims to ensure that grievances are addressed at the district level, reducing the need for complainants to repeatedly approach the Bihar State Savarna Commission in Patna.
Senior Officials To Serve As Nodal Officers
According to officials, senior members of the district administration will be designated as nodal officers.
They will be responsible for handling complaints related to the Economically Weaker Sections (EWS), allegations of caste-based discrimination, harassment, and difficulties in accessing government welfare schemes.
The officers will also coordinate with police stations, circle offices and other government departments to ensure timely action wherever required.
Focus On EWS Benefits And Welfare Schemes
The nodal officers will oversee matters relating to EWS certificates, scholarships and reservation benefits, with the aim of reducing delays in the delivery of government services.
They will monitor the implementation of welfare schemes to ensure that eligible students and young people receive benefits without unnecessary administrative delays.
District-level reports on grievances and their disposal will be submitted regularly to the State Savarna Commission.
Link Between Districts And Commission
The officers will also act as a bridge between the district administration and the Commission in implementing future welfare initiatives.
These include proposals relating to hostels, free coaching, employment and self-employment opportunities for economically weaker members of the upper-caste community.
Training Scheduled In Patna
The selection process for the nodal officers has already begun.
All selected officials will undergo a special training programme on August 10 at the Taramandal Auditorium in Patna, where they will receive orientation on grievance redressal procedures and coordination with the State Savarna Commission.
Dr Mahachandra Prasad Singh, Chairman of the Bihar State Savarna Commission, said the new system is intended to improve access to government schemes and ensure faster disposal of complaints related to harassment and welfare benefits.
He said the primary objective of the initiative is to strengthen grievance redressal by enabling prompt action at the district level.
