Patna: The Bihar government has significantly tightened affiliation norms for private and non-government schools, making it mandatory for institutions to meet strict infrastructure and safety standards before receiving recognition.
Under the Bihar School Examination Board Affiliation (Amendment) Rules, 2026, notified in the Bihar Gazette on June 16, secondary and higher secondary schools must now comply with minimum requirements related to land ownership, playgrounds, classrooms, laboratories, libraries and campus safety.
The move is aimed at improving educational standards and ensuring students have access to adequate academic and recreational facilities. Schools operating without basic infrastructure are expected to face the greatest challenge under the revised framework.
Minimum Land Requirement Made Mandatory
The new rules require higher secondary schools in rural areas to possess at least 6,000 square metres of land. Of this, a minimum of 2,000 square metres must be reserved exclusively for a playground.
Schools must also have a fully enclosed campus with a boundary wall.
For schools located within the Patna municipal area, the minimum land requirement has been fixed at 3,200 square metres. Institutions in other urban areas must have at least 4,000 square metres of land.
Where a playground is situated outside the main campus in an urban area, it must be located within 200 metres of the school. Students should not be required to cross a busy road or highway to access the facility.
The rules further state that school land must either be owned through registered documents or secured under a valid lease agreement of at least 30 years.
Detailed Standards for Buildings and Academic Facilities
The amendment lays down specific requirements for classrooms and academic infrastructure.
A secondary school must have a minimum built-up area of 870 square metres. This includes six classrooms of 35 square metres each, separate laboratories for Physics, Chemistry and Biology, a 50-square-metre computer laboratory and a 50-square-metre library.
For higher secondary schools, the minimum built-up area has been fixed at 880 square metres.
Schools offering both secondary and higher secondary education must have at least 1,110 square metres of built-up space.
The government believes these standards will help create a more structured and conducive learning environment for students across the state.
Rs 15,000 Inspection Fee for Affiliation
Institutions seeking affiliation will be required to pay a non-refundable online inspection fee of Rs 15,000.
Schools meeting all prescribed criteria will initially receive provisional affiliation valid for five years. Renewal of affiliation will depend on subsequent departmental reviews and compliance assessments.
Recognition Can Be Suspended or Cancelled
The amended rules also provide for disciplinary action against institutions found violating regulations.
Schools involved in financial irregularities, fake admissions, activities promoting social disharmony or other serious violations may receive a show-cause notice from the Bihar School Examination Board.
If authorities are not satisfied with the institution’s response, its affiliation may be suspended or cancelled.
Samastipur District Education Officer Kameshwar Prasad Gupta said the decision would help curb the operation of schools lacking basic facilities and ensure students receive a safer and more effective educational environment.
