Patna: A high-level review meeting was held under the chairmanship of Bihar Chief Secretary Pratyaya Amrit to assess preparations for the Seva Sankalp Abhiyan, scheduled to run from September 17 to October 17, 2026.
Principal secretaries and secretaries of various state departments attended the meeting in person, while district magistrates from across Bihar joined through video conferencing.
The Chief Secretary reviewed the department-wise progress of all 13 major components of the campaign and directed officials to complete preparations within the stipulated timelines.
Campaign to Begin With ‘Aashirwad Ka Diya’
The campaign will begin on the evening of September 17 with the ‘Aashirwad Ka Diya’ programme.
Under the initiative, collective lighting of lamps will be organised at homes across Bihar as well as at at least 10 prominent and symbolic public places in every district.
Diyas will be distributed to beneficiaries through Jeevika groups, urban local bodies and the Public Distribution System.
Schools to Organise ‘Seva Chitra’ Competitions
From September 17 to October 7, government and private schools will organise painting and speech competitions under the ‘Seva Chitra’ component.
The theme will be ‘Viksit Bharat Sankalp’. Parent-teacher meetings (PTMs) will also be organised alongside the activities.
Street Plays to Highlight 25 Years of Public Service
Under ‘Seva Smaran’, around 18 to 20 theatre groups will be formed to spread awareness about government schemes and service initiatives undertaken over the past 25 years.
The groups will perform street plays in schools, colleges and panchayats, with a special performance planned on October 2.
Anganwadi Centres to Host Three-Day ‘Aangan Ka Milan’
From September 25 to October 7, all Anganwadi centres will organise three-day programmes under ‘Aangan Ka Milan’.
The activities will include recognition of Anganwadi and ASHA workers, interaction with beneficiary mothers, recreational activities for children and information on nutrition and health-related schemes.
‘Kahani Badlav Ki’ to Showcase Real-Life Impact
The ‘Kahani Badlav Ki’ component will document positive changes brought about by government schemes through real-life reels and short videos.
A digital data bank will be created at both district and state levels to compile and showcase these stories.
Youth to Join ‘Seva Jyoti Yatra’
Under ‘Seva Jyoti Yatra’, foot marches, cycle rallies and bike rallies will be organised across Bihar and at the district level.
Volunteers from Mera Yuva Bharat will participate in these activities. The programmes will conclude with a collective pledge for Viksit Bharat 2047.
‘Vadnagar to Varanasi’ Journey to Receive Bihar-Wide Support
As the nationwide ‘Vadnagar to Varanasi (Jal, Jan and Seva Sankalp Yatra)’ passes through Bihar, arrangements will be made for grand receptions at designated stops.
Officials will coordinate security, accommodation and interactions with local beneficiaries along the route.
25 Cleanliness and Plantation Activities Planned
Under ‘Seva Mera Yogdan’, 25 public-participation activities will focus on cleaning ponds and Chhath ghats, plantation and other cleanliness initiatives.
At least two locations in every Assembly constituency will be selected to ensure visible changes through these activities.
‘Seva Setu’ to Bring Government Services Closer to People
Under the ‘Seva Setu Abhiyan’, camps titled ‘Sarkar Aapke Dwar’ will be organised at block and Assembly constituency levels.
Officials will provide on-the-spot services and benefits under 26 major Central government schemes along with other welfare programmes.
108-Metre Bharat Mandala Planned
The ‘Seva Ke Rang’ programme will feature human rangolis at prominent locations in urban local bodies.
In selected cities, a 108-metre-diameter ‘Bharat Mandala’ will also be created and covered through drones.
Innovation Challenge to Invite Ideas From Youth and Startups
The ‘Navachar Chunauti’ will invite online applications from young people, students and startups through the Industries Department and the Science and Technology Department.
The initiative will focus on identifying technology-driven solutions to local problems.
‘Jansevak Mahakumbh’ to Bring Local Representatives Together
Under ‘Jansevak Mahakumbh’, a list of active and eligible representatives from panchayats and urban local bodies will be prepared.
Their participation at the state level will be facilitated as part of the campaign.
‘25 Saal, 25 Kahaniyan’ to Showcase Bihar’s Achievements
The final component, ‘25 Saal, 25 Kahaniyan (National Unboxing)’, will focus on Bihar’s major achievements at the state and district levels.
Factual content and curated kits will be prepared, coordinated and distributed at the national level within the निर्धारित timeline.
Seva Sankalp and Kayakalp Campaign to Continue Until March 2027
Alongside the main campaign, Bihar will also run the ‘Seva Sankalp evam Kayakalp Abhiyan’ from September 17, 2026, to March 2027.
The initiative will involve departments including Education, Health, Social Welfare, Scheduled Caste and Scheduled Tribe Welfare, Backward and Extremely Backward Classes Welfare, Rural Development, Public Health Engineering, Panchayati Raj, and Urban Development and Housing.
Strict Deadlines Set for Repairs and New Construction
Under the makeover campaign, all repair works have been ordered to be completed by November 30.
The painting and renovation of all government buildings must be completed by Diwali, while approved new construction projects have been given a deadline of March 2027.
Officials have been directed to ensure that the work is completed within the prescribed deadlines.
