Patna: The Bihar Governor-cum-Chancellor has directed six state universities to avoid taking major policy decisions as their vice-chancellors approach the end of their tenures. The restrictions cover new appointments, transfers, policy decisions and fresh initiatives involving financial commitments.
According to a letter issued by the Governor’s Secretariat on October 27, 2026, such decisions must not be taken without prior approval from the Chancellor in exceptional circumstances.
Deepak Kumar Singh, Additional Chief Secretary to the Governor, sent the communication to the vice-chancellors concerned, instructing them to ensure strict compliance with the order.
Six Bihar Universities Covered by the Order
The directive has been issued to the vice-chancellors of the following institutions:
- Lalit Narayan Mithila University, Darbhanga
- Jai Prakash University, Chapra
- Bhupendra Narayan Mandal University, Madhepura
- Aryabhatta Knowledge University, Patna
- Kameshwar Singh Darbhanga Sanskrit University, Darbhanga
- Babasaheb Bhimrao Ambedkar Bihar University, Muzaffarpur
The universities have been instructed to avoid policy-level decisions, appointments and transfers in view of the approaching end of the vice-chancellors’ tenures.
New Projects Involving Financial Commitments Also Restricted
The order also covers new schemes and projects that would create fresh financial liabilities or require universities to commit funds.
The directive aims to prevent major administrative or financial decisions from being taken during the final phase of the vice-chancellors’ tenures without the required authorisation.
Prior Approval Mandatory in Exceptional Cases
The Governor’s Secretariat has clarified that if a policy or financial decision becomes necessary in the interest of a university, the administration must obtain the Chancellor’s approval before proceeding.
A copy of the letter has also been sent to the Secretary of Bihar’s Higher Education Department and the registrars of the six universities for information and necessary action.
The directive places additional approval requirements on major decisions at the institutions as their current vice-chancellors approach the end of their tenures.
