Patna: The Bihar Education Department has announced that all pending complaints regarding the transfer and posting of schoolteachers will be resolved by September 10 , bringing long-awaited relief to thousands of educators across the state.
In a letter addressed to all District Magistrates (DMs) and District Education Officers (DEOs), Additional Chief Secretary Dr S Siddharth has laid out clear guidelines for the disposal of transfer-posting complaints. The directive comes in response to prolonged grievances raised by teachers over the lack of transparency and delays in transfer procedures.
Teachers with specific issues have already submitted their applications via the e-Shikshakosh portal, the department’s digital platform for managing educational personnel data. These applications will now be reviewed at the district level, with final actions to be initiated between 1 and 10 September. All grievances must be reviewed by August 31, according to the official communication.
The process has been categorised into two levels: intra-district and inter-district transfers. Complaints related to transfers within a district will be assessed by the District Establishment Committee, chaired by the respective District Magistrate. The same committee will forward recommendations on inter-district transfers, which will be acted upon by the Director of Primary Education.
The department has also made it mandatory for all transfer, posting, or deputation orders to be digitally recorded on the e-Shikshakosh portal. Officials have been asked to ensure that the transfer process does not interfere with ongoing or upcoming election-related duties.
