Patna: The Bihar government is set to introduce a new teacher transfer policy that could bring significant relief to lakhs of teachers across the state. The Education Department has finalised the draft policy and sent it for Cabinet approval.
Under the proposed system, teachers seeking transfers will be allowed to select up to 30 schools of their choice for posting. The department will allot schools based on the preferences submitted by teachers and the availability of vacancies.
The move is expected to address long-pending transfer demands and provide greater flexibility to teachers in choosing their workplace.
Merit to Play Key Role in Transfers
One of the major features of the proposed policy is the introduction of a merit-based transfer system. Education Department officials said that if the number of applicants for a particular school exceeds the available vacancies, preference will be decided on the basis of merit.
Teachers with longer service records may also receive priority during the transfer process.
The government believes the new system will make transfers more transparent and ensure fair allocation of available posts.
Transfers Likely to Be Completed in July
Officials said the department plans to complete the transfer exercise within July once the Cabinet grants approval to the policy.
The department is keen to finish the process early in the academic session so that teaching activities in schools are not disrupted due to prolonged uncertainty over postings.
Government Focused on Teacher Welfare
Education Minister Mithilesh Tiwari said the government wants teachers to work in a stress-free environment.
According to the minister, satisfied and motivated teachers are better equipped to deliver quality education to students. He said strengthening the education system and improving learning outcomes remain the government’s key priorities.
New Staffing Norms Also Prepared
Alongside the transfer policy, the Education Department has developed new norms for determining teacher requirements in schools.
The deployment of teachers will be based on student enrolment and subject-wise needs, with the aim of ensuring balanced staffing across government schools.
Special Relief for Seriously Ill Teachers
The proposed policy also includes special provisions for teachers suffering from serious illnesses.
Such teachers may be given postings closer to their homes to help them manage medical treatment and family responsibilities more effectively.
Addressing Uneven Teacher Distribution
The state has long faced the challenge of uneven teacher deployment. While some schools have more teachers than required, others continue to struggle with shortages.
Officials believe the new transfer policy will help correct this imbalance and ensure a more equitable distribution of teachers across Bihar.
If approved by the Cabinet, the policy is expected to provide substantial relief to teachers while strengthening the quality of education in government schools throughout the state.
