Patna: The Bihar government has held high-level talks with the Union ministry of electronics and information technology as it seeks to position the state as an emerging technology and investment destination in eastern India.
Shreyasi Singh, the state’s information technology minister, met Union IT minister Ashwini Vaishnaw in New Delhi on Friday for what officials described as “detailed and constructive discussions” on strengthening Bihar’s digital economy, attracting investment and expanding technology infrastructure.
According to a statement from the Bihar government, the discussions focused on accelerating the development of the state’s IT and electronics ecosystem through policy support and coordinated action between the centre and the state. Key areas included investment promotion, job creation, startup growth and improvements to digital infrastructure.
Singh highlighted Bihar’s recently introduced policy framework, including the Bihar IT Policy 2024, the Bihar GCC Policy 2026 and the Bihar Semiconductor Policy 2026. The policies are aimed at positioning the state as a competitive destination for technology companies, including those in IT services, global capability centres and semiconductor-related manufacturing.
The minister also briefed her counterpart on plans to develop a research park and an expanded startup incubation centre at the Indian Institute of Technology Patna, alongside proposals for a large-scale artificial intelligence centre of excellence. Officials said the state is also seeking central assistance to develop electronics and allied manufacturing units within the integrated manufacturing cluster in Gaya.
Further proposals discussed included scaling up AI-based training and capacity-building programmes across technical and higher education institutions, as well as expanding the presence of Software Technology Parks of India (STPI) and National Institute of Electronics and Information Technology (NIELIT) centres across Bihar’s divisions.
The state government also urged the Centre to facilitate investment leads, encourage anchor units and consider viability gap funding to attract large-scale investments in emerging sectors such as IT, IT-enabled services, semiconductors and global capability centres.
Bihar officials said the state has committed to providing investors with land, uninterrupted power supply, modern infrastructure and single-window clearance systems to ease the process of setting up businesses.
The Union IT minister reportedly acknowledged Bihar’s “immense potential” and its growing youth talent base, and assured support for initiatives aimed at strengthening the state’s technology ecosystem.
Singh said that coordinated efforts between the Centre and the state could accelerate Bihar’s transformation into a major technology hub in eastern India, driving innovation, digital adoption and employment generation.
