Patna: Senior government officials and industry leaders have discussed an ambitious roadmap to position Bihar as a major hub for technology, innovation and new-age industries. The second meeting of three Apex Committees set up by the state government was held at Bihar Bhawan on March 11, focusing on long-term strategies to attract investment and strengthen the technology sector.
The meeting was chaired by Bihar’s chief secretary, Pratyaya Amrit, who said the government aims to build an investment-friendly ecosystem that encourages both domestic and international companies to establish operations in the state. Discussions explored the potential for large-scale projects including semiconductor manufacturing units, Global Capability Centers, a proposed Mega Tech City and a Fin-Tech City as part of efforts to transform Bihar into the technology hub of eastern India.
Officials also reviewed existing policies related to startups and innovation, while exploring new reforms designed to support the state’s emerging digital economy. Kundan Kumar, secretary of the Industries Department and managing director of the Bihar Industrial Area Development Authority, said the government intends to promote technology companies, startups and service-sector industries by connecting investors and entrepreneurs through upcoming industrial summits.
The state’s information technology secretary, Abhay Kumar Singh, highlighted the government’s proposed AI Mission and said Bihar has strong potential in fields such as artificial intelligence and digital technologies. Encouraging investment in these sectors, he added, could help establish new industries while creating large-scale employment opportunities for the state’s youth.
Participants also discussed a plan to develop Bihar as a global backend hub and workplace over the next five years. The committees agreed to prepare a time-bound action plan identifying policy priorities, strategic initiatives and stronger coordination between government departments, industry and educational institutions.
Entrepreneurs and experts from the startup ecosystem also took part in the discussions. Among those present were Shashank Kumar of DeHaat, Shradha Sharma of YourStory and Arunabh Sinha of UClean, while Azhar Iqubal, co-founder of Inshorts, and entrepreneur Gaurav Kumar also shared their insights.
