Patna: Bihar has introduced a time-of-day (TOD) tariff system for electricity consumers, making it mandatory under the latest tariff order issued by the Bihar Electricity Regulatory Commission.
The move, effective under the tariff order dated March 18, 2026, applies to both state distribution companies — North Bihar Power Distribution Company Limited and South Bihar Power Distribution Company Limited — and aligns with central rules and the National Tariff Policy.
Officials said the system is aimed at balancing electricity demand and offering consumers the opportunity to reduce their bills by shifting usage to off-peak hours.
Under the new structure, electricity will be cheaper during the daytime off-peak period from 9am to 5pm, when solar generation is higher. Rates will be higher during the evening peak period from 5pm to 11pm, while normal rates will apply from 11pm to 9am.
The tariff has been made mandatory for commercial and industrial consumers with a demand above 10kVA, as well as for all consumers using smart meters.
Experts said consumers could save up to around Rs 90 per month by adjusting their usage patterns. For instance, shifting a small portion of daily electricity consumption from peak evening hours to daytime can reduce costs without lowering overall usage.
Authorities said the system would not affect the existing provision of free electricity up to 125 units, which benefits a majority of domestic consumers in the state.
The TOD tariff has already been implemented in more than 20 states and union territories, following long-standing demands from consumer groups and industry bodies.
Officials added that the initiative is expected to reduce pressure on the power grid during peak hours, improve utilisation of solar energy and promote more efficient energy consumption.
The state’s energy department has urged consumers to use high-consumption appliances during off-peak hours to maximise savings and contribute to a more stable and sustainable power system.
