Patna: The Bihar government has announced a major relief package for vehicle owners by introducing a special one-time settlement scheme for pending traffic challans. The decision was approved during a cabinet meeting chaired by Chief Minister Samrat Chaudhary, and is being seen as a significant step towards reducing the burden on both motorists and the administration. Under the newly launched “One-Time Traffic Challan Settlement Scheme-2026”, people with pending e-challans will now be able to settle their cases by paying only 50% of the total fine amount. The scheme has come into effect immediately and will continue till the end of the financial year 2026-27.

The move is expected to benefit lakhs of motorists across Bihar who have been struggling with unpaid traffic fines for months or even years. Many vehicle owners had accumulated penalties because of delays in payment or ongoing legal procedures. With the new scheme, the government hopes people will voluntarily come forward to clear their pending dues. Officials say the initiative will help citizens avoid unnecessary legal complications while also making the process simpler and faster. Since the announcement, the scheme has generated considerable public interest, especially among daily commuters and two-wheeler riders.

According to the Transport Department, the discount will apply to several common traffic violations. These include riding a motorcycle without a helmet, driving a car without wearing a seatbelt, using a mobile phone while driving, dangerous driving, triple riding on two-wheelers, and violations related to missing vehicle documents such as insurance papers or permits. E-challans issued for jumping red lights and driving vehicles beyond valid registration or permit limits will also qualify for the concession. The government believes that clearing these old challans will improve overall compliance with traffic regulations and encourage safer driving habits among the public.

One of the most important features of the scheme is that challans pending for more than 90 days will be settled through National Lok Adalats. Officials say this will help reduce the backlog of cases in courts and speed up the disposal process. The Transport Department has also fixed minimum fine amounts for different categories of violations to maintain transparency and avoid confusion among the public. Authorities insist that the objective of the scheme is not just revenue collection, but also increasing awareness about traffic safety and responsible driving.

Experts have welcomed the decision, saying it offers financial relief to ordinary people while also helping the government recover long-pending dues. Pending challans often create hurdles during vehicle registration renewals, ownership transfers and other transport-related procedures. By paying half the amount under the new settlement plan, motorists can now resolve these issues more easily. The Bihar government hopes the scheme will not only reduce administrative pressure but also strengthen traffic management across the state in the long run.
